DK: That wont kick In until next year. SC: My major concern right now Is fve spent two sessions on the Governors Task Force for the future of Utah, and the emphasis on Health Care Is experiencing a not unexpected large rift between rural and urban health care providers. I feel at this point In time, we're In trouble as for as the focus of urban hospitals that obviously have too many beds and heavy on Investment and capital hems. It would serve their purposes much better to have rural hospitals be tunneling stations. Zephyr: But In terms of specific changes that the Commlaalon made In the operation of our hospital, how's It going? SC: Our hospital is operating as well as a rural hospital of Independent means can operate at this time. We're subject to problems with personnel shortages. Zephyr: le It atIB making money? SC: Absolutely. There are big dips due to our tourist involvement Other than that, Ifa running fine. But we can not ever be separated from the problems of the state as a rural facility. While possibly we are more at peril independently than before, we're doing as wen as anybody else In rural America. But I'm not sura thafs very well. Zephyr: Thanks Sam. the same. Keystone Pit Zephyr: You received a letter from the oil, gaa. and minerals department about the bringing Keystone Pit up to compliance with State regulations. They received a letter In return that suggested the facility was locked up In the evenings and had a caretaker on she. DK: Wed, thafs locked But if the tone of not quite accurate; We have a caretaker out there, and the gate's the letter was to allude to the tact that someone lived out there, thafs not correct Zephyr: Is aomeons required to live out there? DK: Not necessarily. There are really no requirements. They Just want to know what we're going to do to Increase the security of the pit Zephyr: What were you supposed to do to comply? DK: There was nothlngWell, there were some specific things. They wanted something to show we were beefing up security. Either a lock or a gate, and they wanted to know what we were going to da I've been In contact with them and told him we'd put up a lock and asked Ralph to be more vigilant out them. But we don't want to put a lot of money Into it until we find out If Jerry Holladay Is willing to sell us the pit without those tailings ponds. If not, we'll dose the pits. Zephyr: But anybody could pull up and throw a hose over the fence. Locking the gate doesn't seem very effective. DK: It does not eliminate that possibility. To do that, you need 24 hour security. Zephyr: Do they think you're meeting the requirements now? DK: We've done certain things that have satisfied them In the meantime. Theyre with us, because they don't want those pita dosed down either. But It takes time working to get things up to speed. The Hospital Zephyr: Whafa the statue of the hospital? DK: Manual site on the board, but from what I understand, things are going great Zephyr: How about the financial reports? DK: They're looking good. There ore some things I cant talk about right now. (At The Schurer Road Zephyr: Can you explain this Issue regarding the Schurer Road, and whether It should be closed or not? DK: Manuel needs to take a look at that I guess there has to be a balance between the public's right to access and the rights of private property owners. There Is already access to the other side of the river, other than going through the private property. There Is some problems to access to lands up In the canyon, but hunters can hike. And for miners, they have the right through the courts to pursue and maintain a road Into any legally authorized mining claims. But they have to fight that battle. Thafs a personal thing. We must decide If we should open the roads or abandon them as county roads. I'm leaning toward abandoning them. Job Pressures Zephyr: Let me ask you a personal question How are you doing? You seem Incredibly busy these days. Are you burning your candle at both ends? DK: Yea I really am. I like being a Commissioner and I don't mind taking the I find But heat myself Increasingly unable to do the Job that I need to because of my personal commitment to my own Job. DK: The Food Tax Zephyr: Where do we stand on the 1 Food tax? DK: We're waiting to see what the Travel Council can do. If It can kick in $40,000, their budget to do that, but the Travel we won't need the tax. They will have to Council opposed the 1 tax. They were agreeable to coming up with that money. But If they don't come up with It, we'll look real seriously at that 1 tax again. Zephyr: How much revenue does the Equestrian Center have to generate to cover Its costa? DK: I don't have those numbers at hand right now. I could find out We feel It can be done easily. It's not astronomical WHh a good manager, we should be able to make re-op- en money. Zephyr: Shouldn't a manager have been In place before you built It who could have lined up events In advance?
