On Sunday, Mrs. Clements, Mrs. Allred and her daughter st Friday, and Franklin Briefs Mr. and Mrs. Jerry Hawkes and family attended the Mormon Miracle pageant at the Manti Temple. They also toured the Norbest Turkey processing plant. They came home by way of Park City and Heber Valley. Are there any safe shortcuts to justice? We have learned much from the British. Our Bill of Rights was fashioned after their Magna Charta. But in recent decades we have modified our laws, by amendment and interpretation, to give more rights to wrongdoers. Our good intentions have been abused. Our permissiveness bore bitter fruit. Crime is increasing seven times faster than our population is increasing. There are now 10 times more homicides in New York City than in all of England. A select committee of the American Bar Association judges, lawyers, legal scholars proposes major revision of our canons of judicial ethics. But the ABA is preoccupied with further restrictions on the rights of judges. Doubtless our judiciary has sometimes been influenced by payola, intimidated by threats and in some cases overruled by politicians. But at least as acute is the need for unsnarling our court system from a monumental morass of legalistic red tape. Former Atty. Gen. John Mitchell says our judiciary has spent too much time making new laws and new public policy, spending too.little time determining guilt or innocence. He says "justice is drowning in a sea of legalisms." With Britain's expeditious court system resulting in so much less crime and infinitely fewer criminal "repeaters," the British system is about to be made even tougher. A commission of Britains leading judges and lawyers has been eight years analyzing what works and what doesn't and that commission wants to make it easier for the police and for the prosecution. If their recommendations are made law, an accused person in , Britain will no longer have a right to remain silent. An accused person will no longer be able to keep his earlier criminal record from being brought up. No longer may a wife refuse to give evidence against her husband. And from now on the testimony of children will be admissable in British courts.
