Mike Echson, of Western Satellite, Inc., approached ap-proached the city for a nonexclusive non-exclusive franchise for cable TV. He said his company proposed pro-posed to enter the Milford market with six stations, including movies, sports and children's programming. He said the price of $19.95 per month would not carry network net-work programming interfere with the translator reception. re-ception. However, he said they would pick up network broadcasts from Milford's translators and put them on cable for the convenience of subscribers if the city asked them to. Problems arose when the council tried to figure out a way to collect from local residents to keep the translators trans-lators operating. Mayor Young said, the city will run into trouble collecting the annual $12 tv license from those who were hooked to cable. Figuring approximately approxi-mately 500 hookups total, If 100 go on cable, will the other 400 have to pickup the difference to keep the translators runnine. They discussed several alternatives includingtrans-ferring includingtrans-ferring the city tv fee to property taxes and making everybody pay,whether they received a signal or not, having the cable company collect the city fee, and setting set-ting up a special service district. Councilwoman Yount objected ob-jected to several Items in the ordinance including the low franchise fee, 25 year renewable re-newable franchise, and others. Echson said his company preferred not to handle the network channels, but would only If the city Insisted. He was not sure If they would agree to collect the city fee before hooking up cable subscribers, and would have to refer back for advice. Councilman Maxey said the TV Committee had reviewed re-viewed both proposals. He said they could not recom -mend the franchise for Erickson Electronics, low1 power tv, and cited several sev-eral discrepancies andprob-lems andprob-lems that theydidn't like. Discussed funding for the Industrial Park and water wat-er project, Including placement place-ment of the well and storage stor-age tank. Hilda Shields and Lorl Ja-cobsen Ja-cobsen met with the board to discuss the bell on the siren si-ren tower. They asked that the Mllford City Youth Committee Com-mittee be given custody of the bell to be used as a victory vic-tory bell at the high school and in parades. They would mount It on a cart so It would be movable, and find a place to house It. Mayor Young said the city was still looking for a bell for the Youth C om m ittee .
