Show !IWSCH-pr- . . fefl ..pjjrwprr-,-- I THE ZEPHYR AUGUST 1991 Dv: W art making pragmas In that diraetlon, not that wa want to taka ovor tho But in tho valloy. past, thera was no reason to annax Into tho city. Thay wars glvan everything at tho same price as a city resident, all the services. And one of the big barriers was property tax. Now we hdve dropped that, if we move to user fees for people outside the chy, it win give them more reason to come Into the city. Eventually, it will be advantageous for them to come In. Zephyr: The big talk in town la of an oil boom. If that happens, which is not a sure thing, but a good posalbllltv. what wHI that mean for the area? Dave: I believe that not only are we maintaining good economic growth In the tourist Industry, but if the oil companies do things properly and maintain tho environmental quality, Grand County and Uoab chy are going to see a boom like you never saw before. I think Ifa a fantastic situation. I Just hope the leadership doesn't get lulled Into a false sense of security. Now Is the time to get good planning processes In place, utilize that money, and put It away. San Juan County did that Cal Black was astute at that They put a lot money away In the boom days, and now they are living off that Interest Right now, were In one of the brightest times In the history of Grand County. AH we need to do la make sure we do ; It right Zephyr: The county paaaod a resolution supporting the oil Industry In their lights against environmentalists. Should the city also paaa a similar resolution? Dave: That was another Ignorant action by a commission acting out of emotion. They have nothing to do with what an oU company la doing on BLM land. They may think they do, they may want to, but they don't. Zephyr: But the aim was to show the oil companies... Dave: No, the aim was to show SUWA Southern Utah Wilderness Alliance that were they going to have a battle. The battle with SUWA Isn't Grand County's, If a with the BLM. If the BLM follows their procedures properly, and the oil companies do what they are supposed to do, SUWA doesn't have a leg to stand on. I don't want to circumvent that system. The county does, they want to say, "we're behind you, this Is foe way If a going to be, screw SUWA, screw this environmental crap, after If a over, we'H worry about it The dty PAGE 1 1 In foe right direction. But they said to me, we like you BUT., you're an environmentalist, you're something. I think they voted against Dave Blerschled foe person, not my Ideals. There were a lot of special Interest things brought up that I probably should have left out If you push foe right button on any voter, you play with their special Interest, whether It be foe horse people, or golf people, or whatever, and I did foal I have people now mad because they didn't listen during the election, they didn't realize there was going to be a 44 percent tax Increase. Zephyr: In your view, how Is foe city doing? Dave: Quite wed, In the sense that we now have most of our bases covered In staff, financially, plannlng-wisphysically In terms of water and sewer, we have an efficient group of people working to protect the future of Moab. We don't want to become overbearing in our enforcement of ordinances, but If a understood that without planning, zoning, and some enforcement, nothing is ever going to progress. And I feel good about being part of that We have a council that looks to the future. We've got control of foe situation. Zephyr: In 3 months, there will be a city election. What will be the Issues In that e, council campaign? Dave: Probably taxes, monies In general The dump. It will be Interesting to see If the city residents feel as the council does that they should be protected from double taxation. Cleanup Is always a big issue, and will be forever. Enforcement of ordinances, and of course relations. Maybe foe pay of elected officials, Just out of boredom. But I don't think there are a lot of things the dty is running amok at, so I don't think there wlU be that many Issues. city-coun- ty should not do that Zephyr: One of the long festering disputes In town has been over the development land near the golf course. Where does that stand now? Dave: That land will do what It was meant to do, and that Is protect the chy water source out there. I don't think the majority of people who use the golf course want to see development, true development, around H. A golf course development Is within the fairways, and if a $200,000 houses. If that doesn't happen, It's Just going to be another subdivision. The land is protecting our water. And I think you and I won't aee a development around the golf course. Zephyr: You are the chairman of the county Democratic Party. Has the party emerged from foe aahes of foe laat county electlona? Dave: I don't know if the party has, but I've been getting a lot of guff for "rising from the aahes," and not Just running away to hide. Certainly the Democratic Party has always felt as foe minority In foe county, and In Utah. I don't think we're any worse off than we were before that The only thing that happened was before that election we had two people In office as commissioners. That was a false sense of security, because those people were elected not because they ware Democrats, but because the Republicans wore pushing foe toxic waste Incinerator. We never ware In control I don't think the Democratic arty has ever had any real majority on foe commission. Are we rising from the ashes? Hell no. We're Just existing foe way we always have. Zephyr: As the party chairman, you attend a number of meetings, and you apeak on questions. You have been accused by the commlaalonera of sour grapes, of not recognizing you lost the election. Dave: I wish I could say It's sour grapes, then I'd have an excuse to not show up. I brought out Issues, I got Involved heavily because I have a concern about what Is going of d ed NELSONS HEATING and REFRIGERATION serving Moab since 1962 on In the county. There's only one pie out there, that Grand County and Moab both use. When the county Is so blatant about their misuse of that money, It affects me as a chy representative. The their money. They got an Influx of over $600,000 county Is squandering and mineral from leases. free Yet, there has not been one Improvement to foe dollars, money infrastructure for me as a county resident The issues I brought up In the election weren't Just for the election, and they didn't go away when I got defeated. They are real I believe this particular group of commissioners are so ignorant about the way monies should be appropriated, spent nd collected that they are going to bankrupt foe county. Why do I come to commission meetings? Not because I lost foe election, not because I want to rub Dave Knutson's face In the dirt, but because I believe they need help. Whether they can accept my help or not Is up to them. And I think they aren't going to listen, they have their minds madeup. But foe public deserves somebody out there talking about H. What It does for me Is giving me ulcers and making me bankrupt. But I believe the Issues stand, and until you correct them, they need to be brought out. mls-spendl- ng Zephyr: You did raise Issues In the last election, and foe voters did not vote for you, by s 60 to 40 margin. Isn't that an Indication foe voters didn't think you were right on those Issues? i LET IZZY COOL YOU OFF. 1070 Bowling Alley Ln 259-562- 5 Dave: To the person, people agreed they don't want higher taxes, people agreed like special service districts appropriating funds, they agreed things werent going don't they ! f i ARCHES REALTY 690 So.
