He said that if Clark did not take over the liability of the obligation, the Agency would return the $250,000 purchase price to West Temple and put the property up for sale again. The property has been the subject of controversy since West Temple Associates, a partnership between Howard Clark, George Learning and Skaggs Drug Centers, Inc., failed to meet several deadlines. West Temple proposed building an office building for Skaggs when it bought the property from the city in 1970, and the partnership accepted a five-yedeadline for constructing the building at the time of purchase. After several extensions of the contract deadline, the Agency board has acted to relieve the partnership of its obligation. Chitwood, Agency director, said. We are concerned, and we are taking action, f Chitwood said. He added that Howard Clark, primary partner of West Temple Associates, has indicated he wants to address the Board on the issue at its He next meeting in May. may want to terminate his partnership with Skaggs and construct a building independently, Chitwood said. Mr. Donovan said the pur-chasing power of the nation was pent up in 1975, but that consumer confidence is now increasing and borrowing will be up substantially by the end of 1976. For plant expendi- tures, however, borrowing will be down from earlier projec- tions. He said industry should back to the market in 1977, Local governments have in the last year or two been cutting capital spending due to citizen pressure said Don- ovan. He added government come back into the market said that foreign governments have not pulled out their dollars from the U.S. economy The U.S. dollar is supreme said Donovan. Concerning real estate fin- ancing, Donovan expected an adequate supply of money will meet the demand, but lenders e will be to the quality of borrowers. Mort- gage rates should remain the same, maybe dip, then move to new highs, said Donovan, The construction industry should be strong with an orderly labor market situation, Homebuilding should lead the e way. Donovan predicted erials will remain available at reasonable delivery times and steady prices. He added that as currently depressed gov- emments pull out of the recession foreign consumers will compete for U.S. mater-wi- ll ials and lumber. Overall, he said, it is a vintage year to bid at fixed prices.
