clause be stricken out mr barton strongly opposed this ile ho thought the bill a protection to legitimate resident traders mr nir cluff having temporarily vacated the chair said nearly half the business of the territory was done by travelers in fact merchants in the east who sent out their agents boasted that they had sold worth of goods in this territory he considered peddlers a curse to the country in which they traveled they were perfect frauds and buyers were always deceived in their purchases licensing g these people would in some measure discourage them and do away with their kind of trade he trusted the motion would not prevail mr woolley thought the measure would catch persons who traded really under false pretences pretenses frequently making and yoo per cent out of the unwary he was sure the principal merchants who paid taxes and were settled here would be glad to see the bill take effect mr nir grover sp speaking eakin to the motion said lie he did not see why merchants an and a other traders should be taxed anymore than farmers and stock men if they would have the bill let it be so amended that it should embrace all foreign persons drummers peddlers and be confined to certain pans parts of the territory mr barton nanton said sald the idea mea of appropriating pria ting money for sinking artesian anesian wells was about as reason reasonable agle agie as giving in mone money for or sinking mines As every onel mew the latter iatter was wag was always worked by private companies president cluff having temp temporarily vacated the chair said the ile object was very praiseworthy and one to which money could be very advantageously appropriated there ther e were over 2000 square miles of desert lands hinds in the south of utah equal to acres and if one half of this could be reclaimed it would open up for settlement a vast country that would sustain almost double the present population of utah thousand anUS of dollars were given for road making and he thought something ought to b be done for this equally matter sinkin artesian wells mr mcgrover brover Grover differed from mr bartons assertion of non legislative aid to miners ile he thought the government had afforded very maternal material mite rial aid to them thew what was principally wanted however in reference to the subject under discussion was that a start should be given te the enterprise ter prise lie he certainly thou thought some encouragement should be gly given to the sinking of these wells wein mr page agreed that the sinking of a artesian rt esia esla wells should be encouraged ile he parties owning the lands rece received kvedar all ali the benefit and should be willing to run the risks it was necessary ta to demonstrate whether artesian water could ue obtained for up to the present it had not bot been accomplished complis hed shed here they had hot penetrated deepe deep enough nou h for the purpose so far as roads were concerned he considered the public were mainly interested te in regard to artesian wells it appeared appeared to him it wa was private individuals who were concerned mr F S richards was of the opinion that the territory would receive considerable sid erable benefit from the sinkin sinking of artesian wells it was a public mat matter ter for the sinking of wells and procuring of water where required would facilitate settlement and produce through taxes increased wealth to the territory ile he differed from both bills in the means suggested to gain the end the best method in reference to premiums would be to advance money as the work progressed ile he thought the subject a very e legitimate one and therefore q aou would woula i move that the two bills be referred to a special committee for further consideration this was
