PUBLIC NOTICE TWO COMPOSTING TOILETS PROPOSED ON THE GREEN RIVER The Flaming Gorge Ranger District and the Vemal Field Office of the Bureau of Land Management is proposing to constuct two composting compost-ing toilets along Section B of the Green River between Little Hole Boat and Picnic Site to Indian Crossing. The constriction constric-tion of the proposed toilets toi-lets would be similar to the existing composting toilet located along Section A, Flaming Gorge Dam to Littlehole Boat and Picnic Site, of the River. Maps are available avail-able at the Flaming Gorge Ranger District office (address below.) The purpose of this project pro-ject is to provide toilet facilities for primarily day users (hikers and angler) to improve deteriorating deteri-orating sanitation conditions condi-tions along the Green River corridor. Portable toilets would continue to be required for overnight users at designated campsites camp-sites along the river. Use of the Green River has been "increasing over the years and is anticipated to continue to rise. Without additional toilets, the sanitation san-itation problem will also increase. The proposed location for one toilet is just downstream from Big Cottonwood overnight river camp and across from Grasshopper river camps. The second proposed pro-posed toilet location is near Red Creek campsites. camp-sites. It would replace the existing pit toilet. DISPOSAL OF SPECIAL EDUCATION RECORDS The confidential special education records of students stu-dents graduating from high school or discontinuing discontin-uing their special education educa-tion participation before 1994 are scheduled for destruction by Uintah School District. In accordance accor-dance with federal statutes, these records are kept for a minimum of five years after completion comple-tion of the student's special spe-cial education program. Unless otherwise requested request-ed by parents, guardians, or former students of legal age, special education educa-tion records prior to 1994 will be destroyed after September 10, 1999. Several reasons exist for destroying these records. Most obvious is the storage problem that would be created by keeping such bulky records indefinitely. Another reason is the need to maintain confidentiality confi-dentiality when continued existence of the outdated records serves little or no logical purpose. Finally, even for persons with legitimate interests in the student's status, such outdated out-dated records may be potentially misleading when considering current functioning. PUBLIC NOTICE Under Utah Code 53B- 3- 101 through 108, notice is hereby given that Utah State University's Uintah Basin Branch Campus is implementing parking regulations beginning August 30. 1999 for the Roosevelt Classroom Building. Parking permits are required Monday through Friday. 8:00 a.m. - 3:00 p.m. at a cost of $5 per permit which is valid for the academic year. Permits must be purchased pur-chased at the Roosevelt Classroom Building, 987 East Lagoon Street.
