Loans will be approved based on financial status and the conservation needs of the farmer making application. Farmers and Ranchers may pick up applications by contacting tapir focal SCD supervisor. We are encouraging formers and rancher to submit application for these loans now so that work can begin immediately once the funds become available, said Merkley. Utah Farmers and Ranchers may soon be eligible for over $2.4 million in state foa" monies lot soil and water conservation projects. According to Amos Merkley, Chairman of the Uintah Basin Soil Conservation District (SCD) in Uintah and Duchesne Counties. Loan applications are now being accepted by the districts so that planning can begin on the conservation projects when the funds are expected to be available. The 1983 session of the legislature' appropriated these additional funds to the Department of Agriculture and expanded the scope of the agriculture resource development loan program to include cropland conservation, water-shed improvement, and energy conservation. These new sreis are in addition to the current rangeland development program. The binds were to be available July 1. 1988. Governor Scott Matneson has placed a temporary freeze 'On the newly appropriated funds due to flooding problems around the state. In practical experience he haa been a counselor for the California Youth Authority, a church minister of education, a counselor for the Navy Drug and Alcohol abuse 'programs, and advisor to a Navy Counseling Center, a counselor for Navy personnel and dependents. Under his leadership a family service center was planned and developed at one of the Naval bases in Japan. He designed the premarital seminar Maid in America for young, single, engaged Marines in Okinawa, which was so successful that he was requested by the married Marines to design and offer a course that would This seminar on divorce is one of the ways Dr. Thomson feels he can be of service to the community.
