August 6th 1:00 p.m. UBIC RODEO Legislative Report By Atarik Myrln The special aeasion of the legislature to deal with three major problemi and aeveral miacellaoeoua lent corrections. The first problem we dealt with the ; last week in June waa a shortfall of the : budget for fiacal year 198243. Thia budget had to be balanced before July 1. Also at thia time the money for the Thiatle disaster had to be appro- : priated. The states share of this wu approximately $4 million. The states shortfall was estimated to be ' budget f22 million. f. Most of the revenue which waa used lor this balancing and the Thistle disaster came out of mineral lease money and the community impaet binds. This goes against the Intent of the federal government with the use of ; thoee funds. My opinion is that we have 'l. been through an unusual and trying v time and that everyone in the state ahould pull ' together to solve the . problem. Thus even though this move took revenuee temporarily from the area I repreeent and other rural areaa I : feel it is a contribution we should make at the preeent time. I do, however, strenuously object to the late date on which we were called in to session to deal with these problems. Had we been called earlier there would have been mdte opportunity to develops alternatives. Also the state disaster law allows that only $2 million can be spent or only .90 days can go by without the : legislature being called into session to ; make binding available for a disaster. Neither of these conditions were ) followed and the result was a lack of alternatives for the funding which wu expensive to energy producing and WM called - - . - flooding damage in the state and to balance the projected shortfalls in the 198384 budget year. These shortfalls are caused Mcause the flooding has hurt touriam and other businesses and because the economic recovery hss not come ss fast as wu projected. At the hearing on flooding last week I wu impressed by the presentation by the people who received the extensive damage by the DMAD dam failure near Delta. They certainly pulled together in that area to hold the damage down much possible and avoid the lou of lives. They were also very thankful for the local and state help which they said wu well coordinated. The IPP project people pitched in and were appreciated also far trying to uve the dam. The thing that sticks in my mind were the comments by the IDS Stake President from the area who said that the people could not afford government help for the personal looses suffered; that they could all pitch in together and work to solve thou losses. Certainly a different attitude than many of us are becoming a4Justed t& The people from the area were concerned about important looses that the government, ia responsible for in the area, such u u flooding costs should be met by general tax so everyone pitches in, not just one area of the state, (severance tax). This sdded tax should be guaranteed temporary and not be of the hidden type. The budget ahortfall is a tough one. My understanding is that we have been discovering some slush funds which can be reappropriated for some of it Abo I stul think a serious of the expenditures by the state board of education, including travel expense, b needed. However, ftmds there msy need to get to the local level for education rather than balance the budget Money to balance the budget could also come from areu such the sab of or curtailment of. developement of things similar to state owned Disc Golf Courses, etc. While each thing thst come to mind b only a small part of the total thpy add up in a hurry. Getting a concensus b always difficult when many items are discussed.
