session on friday evening mayor dusenberry in the chair of mr alexander justice of the peace for the quarter ending may read the report shows twenty four cases adjudged and fines collected amounting to on motion of councilor farrer the report was accepted repart of city marshal J AV turner showing eight arrests and lines assessed amounting to 30 also eleven head of stock impounded was read and accented the recorder reported alie abou amou nt of license collected for the month of mav as being which on motion of alderman scott was accepted the assessor and collector submitted the assessment roll for the year 1889 showing the amount of property in provo city to be which is in excess of last years assessment on motion of alderman scott the report was accepted on motion of alderman Hold holdaway avay the time to hear complaint of errors and petitions for remittances of taxes as set for monday june at 0 clock p m on motion of alderman brown the compensation of the assessor and collector for the year 1889 was fixed at 8 per cent ol 01 the amount of tax levied the assessor and collector TM sam stated that the increase in jhc thc assessment ses was in a great measure caused by the inci eased value of real estate in the business portion of the city and by new building erected since last abess ment A slight increase in the value of the farming lands inside tats city corporation po ration had however helped to baing the assessment up to nearly one million dollars he recommended that in consequence the rate of tax be lowered as he had promised many of the taxpayers to use his influence with the council to this effect alderman holdaway moved eliat two mills on the dollar for contingent expenses and three mills on alie dollar for opening and improving the streeta tb be levied on all taxable property for the year 1889 this caused some discussion but was finally agreed to mal ing the tax one mill less for contingent expenses than last year alderman farrer moved the following which was adopted it is hereby ordered that the whole of the lax assessed to open and improve and keep in repair the streets of the city for the year may be paid in labor in conforme ity with the regulations adopted bv the city council of may 4 iya the committee on streets and alleys to whom was referred alie petition ot W R pike medical superintendent of territorial insane asylum asking eliat the said asylum be granted alie right to close up the road leading across the asylum grounds to the gravel beds reported that aliey had carefully considered and examined the same and find th atthe travel over said road is very injurious to the welfare of alie patients of said asylum and in their opinion ought to be closed up provided that said asylum give the public a right of way four rods wide along the west side of their grounds from seventh street to the lane the report was adopted the committee on and alleys to whom was referred the petition of S and others asking the immediate location and repair of that part of seventh street running west from A street to utah lake reported that aliey had caused a survey and plat of said street to be made by the city surveyor and recommended that it bo approved and that the street designated on said plat and hereinafter described be and is hereby declared open to the public for travel to be known as west seventh street and the supervisor is hereby instructed ted to cause as soon as practicable all obstructions to be removed from said street and to construct a wagon road over smiths channel spring creek and pelican creek and put said etin good repair thy said street to be four rods wide and to run to a point where provo river turns n orth and thence west to utah lake the report was adopted the committee on streets and alleys to whom was referred alie petitions 01 john liddiard Liddi aid and J jt boshard asking the privilege of erecting veran dahs of their respective places of business reported that after a careful consideration of the subject matter they recommended the adoption of a submitted resolution and that the petitioners petition ers be authorized to erect said verandas verandahs veran dahs under the limitations therein contained the resolution provides that no verandah portico etc shall bo erected within the fire limits that are constructed of combustible material and that no sign board or post shall be erected upon or across any of alie streets or sidewalks and that all awning or other for doors or windows shall not extend into the street or sidewalk a greater distance than six feet or not less than eight feet high mr thought that the requirements in relation to the building of ver andaas were too severe we might at least be aa modest as salt lake city in demands upon those who by the peculiar nature of their business are necessarily required to eielt such structures A D and alexander favored the report and recommends tiona of the committee alie report was adopted mr scott reported that the committee on streets and alleys had awarded the contract of sprinkling the streets to win penrod at per day and that subscriptions script ions from property owners far the maintenance of the cart had amounted to about 40 mr scott also recommended that steps be taken to secure a greater supply cf water for alie purpose of street sprinkling the present supply was inadequate and too much distance biad to bo traveled at present by alie cart it was suggested that a tank be put at come convenient source of water supply the report waa adopted alderman holdaway reported that the committee on claims recommended that the sum be allowed city surveyor for services rendered the same committee recommended that the claim of H W wilson for services rendered in quarantine be allowed and that the city attorney proceed to recover the amount so appropriated from A J fc the diverting of water from the streams of provo canyon was again a subject of discussion and a motion oy alderman holdaway intended to reach the question was presented the irrigation committee were authorized to make investigations and proceed to further prevent the unlawful diversion of the waters of provo river and dee freob the application of S M duggins for a three months liquor license was granted council adjourned until monday next |
