And whenever the taxable property within the state shall to four hundred million dollars, the rate shall not exceed five mills on each dollar of valuation; unless a proposition to increase such rate, specifying the rate proposed and the time dur- ing which the same shall be levied , be first submitted to a vote of such of the qualified electors of the State as, in the year next preceding such election, shall have paid a property tax assessed to them within the State.and the majority of those voting thereon shall vote in favor thereof, ia such manner as may be provided by law. Sec. 2. The Secretary of State is directed tosubmit this to the electors of per centum, any city the third class, or town, not to exceed eight per centum additional, for supplying such city or town with water, artificial lights or seweis, when the works for supplying such water, light and sewer, shall be owned and controlled bv the municipality. She had poured hot water into the tub, when the child) who was standing with her back to the tub, stepped backward, falling into the water. The whole of its back and a portion of one arm was badly burned. It was noon before they could get a doctor, but Mr. Linginfelt-er- , the druggist, went and boubd the little ones wounds with up oil and did all he could for her. i She was kept under the influence of morphine most of the time until the end came, so she did not suffer so much pain as she otherwise would have done.
