Having reached an agree ment with respect to Japan's demands on China, the plenipotentiaries of the two countries will now proceed tc draft a treaty. The following are the important points, in the terms oJ agreement: Group 1, relating to Shantung province prov-ince articles 1 and 2 stand as in tin original demands. These provide thai China will give her full assent to the transfer to the Japanese by the Ger man government of all rights and priv leges heretofore enjoyed by Germanj in Shantung and that within the prov ince of Shantung or along its sea bor der no territory island shall be cedec or leased to a third power. Article 3 provides that China shall construct a railway from Chifu oi Lungkow to join the Kai-Chow Chin anfu railway with Japanese capital. Article 4 provides that China must open numerous treaty ports in Shantung Shan-tung after a consultation with Japan. Group 2, relating to South Manchuria Man-churia article 1 stands as in the original orig-inal demands. Article 2 provides that the Japanese shall be permitted to lease land in South Manchuria, temporarily tem-porarily or perpetually, for trading, industrial and agricultural purposes. By the first clause of article 2 the Chinese shall be permitted to freely reside, travel and trade and engage in industrial pursuits in Manchuria. The second clause provides that the Japanese will submit only to police and taxation regulations approved by Japan. Civil and criminal cases shall be tried by the authorities representing represent-ing the same nationality as the defendant; defend-ant; land disputes between Japanese and Chinese shall be tried by the joint Chinese and Japanese authorities, according ac-cording to the Chinese laws and customs. cus-toms. Article 6 has been displaced by pledges that China shall undertake no military or naval preparations nor authorize au-thorize foreigners to undertake such preparations on the Fukien coast in the future. |
