UNIVERSAL life is a relatively new concept in insurance. It involves charging term insurance rates for basic insurance coverage and adding an investment find which grows at whatever rate the market place will generate. Federal law was recently changed to permit sale of universal life products for an 18 month period only. During this period the program is being by the treasury department. It is anticipated that congress will act by the end of this period to provide some additional rules on taxability of insurance companies which sell universal life products. THE PRIMARY selling point of universal life is its flexibility. It permits small payments or large premium payments depending on economic circumstances of the policy holder. The investment fund is invaded to pay premiums on the term policy portion during periods when the policy holder does not pay the full price of coverage. When the policy holder makes large premium deposits, the investment fund im- THE COUNCIL members told public works director Terry Cobum, to add repair work in the Hidden Hollow area of Antelope Drive between Fairfield Road and the Mountain Road to the approved bid. The cost for any road work done on this section of Antelope Drive will be picked up by the Hidden Hollow development, Art Greger-so- n and the bank that is holding his building permit money in escrow. Antelope Drive through Hidden Hollow has never been accepted by Layton City because it has never been properly paved. The latest engineering study prepared by Dames and Moore Company shows that a road base is needed along layer of four-inc- h the entire section of road, a distance of about 800 feet to correct the pot hole problems that make the road nearly unuseable. LNCLUDED in the Gibbons and Reed bid is the contract to pave the road by the old East Layton City Hall. This road is heavily traveled because of the development of the East Layton Park. d In other matters, the council voted to endorse a letter to the unanimously Utah Department of Transportation requesting a study about the traffic problems and traffic flow at the intersection of Gentile Street and Fairfield Road by the Smith Food King store. The council members believe some traffic control devise like a stop light or a four-wa- y stop should be installed at this intersection because of the amount of traffic that flows through it daily. IN RESPONSE to a question about the placement of street signs, Terry Cobum stated that no signs are put up by the city until all improvements - curb, gutter and sidewalk - are completed by the developer of a housing or building project. Mr. Coburn said it was too expensive to replace the signs that are usually damaged when curb and guttering is put in. road-relate- -- -- accummulates the difference.
