The Utah Public Service Commission (PSC) has tentatively approved a request by the Utah telecommunications industry to delay a plan to add a new area code in the state, while the Federal Communications Commission (FCC) resolves area code issues affecting three states, including Utah. In a meeting with industry representatives, the PSC said it would approve a request to extend the planned implementation dates for the new area code. The date callers will be required to use the new area code will be extended two months to March 22, 1998. A phase in will be able callers where period old new and both the use to the area codes will begin September 21, 1997 three months later than originally planned. In late January, the PSC approved a plan submitted last year by the Utah telecommunications industry to add a new area code in the state. The plan was then sent to Bell Communications Research (Bellcore), which oversees the North American Numbering Plan, for final review and approval. Industry officials recently informed state regulators that because of some conflicting guidelines governingthe assignment of new area codes, Bellcore was unable to approve the Utah plan. One guideline delegates jurisdiction to the states to decide area code relief planning. There is also a recent guideline six-mon- th requiring that the estimated exhaust dates of both the existing and the new area codes be within 15 years of each other; Under the Utah plan, its projected that after the split, the 801 area code will need additional relief as early as 2004. Bellcore referred the matter to th North American Numbering Council (NANO for resolution. The NANC met to discuss the Utah situation, along with similar situations in Florida and California. Unable to reach a decision, the NANC referred the issue to the FCC. It is not known when the FCC will respond. As approved by the PSC, the Utah plan splits the state into two area codes. Five counties (Utah, Salt Lake, Davis, Weber, and Morgan) would retain the 801 area code. The remaining counties would change to a new area code. The intent of the plan is to strike a balance between impacting the fewest number of customers with an area-cod- e change while delaying the addition of more area codes as long as possible. To comply with the requirement, at least one additional county would need to be included in the new area code. When the PSC approved the Utah plan in late January, some media reported that the new area code would be 435. But industry spokesman Duane Cooke cautioned that its premature to make changes. While it appears likely the new area code will be 435, its not official, said Cooke. Were still waiting for final approval of the Utah plan and the official assignment of a new area code. Cooke emphasized that customers should not make any changes relative to the new area code includingbusiness cards, stationary, advertising, equipment programm ing, etc. until advised by the industry to do so. He pointed out that customers have about a year before being required to use the new area 15-ye- ar code. Cooke said once a plan has been approved and an area code is assigned, the Utah telecommunications industry will notify the press and make preparations to launch a customer notification and education campaign. Utah needs to add a new area code because the increasing demand for new telephone numbers in the state is rapidly exhausting the pool of available three-dig- it local prefixes within the existing 801 area. l isi; .lii din 0 iHfit |
