Show HILLTOP TIMES BY CHRISTY SMITTLE Director, Office of Small Business Programs O Mr. Olympia visits Hill, talks about bodybuilding 75th Air Base Wing public affairs H ILL AIR FORCE BASE — Mr. Olympia, a title at one point held by arguably the most notable winner, Arnold Schwarzenegger, visited the Health and Wellness Center on April 12. Jay Cutler, the two-time champion and current titleholder, was greeted at the gym by dozens of fans eager to meet the bodybuilder. "Turnout on military installations is usually pretty high," said Cutler. "It doesn't surprise me though. Bodybuilding seems to be a high-interest item among military members." Surprise or not, the winner of the biggest competition in bodybuilding is no stranger to the world of weight training and bodybuilding. "I am most proud of my teenage national title, men's national title I won at 23, three-time Arnold Classic titles, and of course the titles of two-time Mr. Olympia. I became involved in some serious training during college when I was studying criminal justice. I had goals to improve my physique since I didn't want to come off as a pushover of a cop." With deep roots in the sport, Mr. Olympia has words of wisdom for servicemembers with aspirations in the world of bodybuilding. 'This isn't all about hard training; that's not even the difficult part for some," Cutler said. "A big part of it is food and supplement . intake and preparation. It's important to remember that nutrition is 80 percent of what it takes to be a real bodybuilder." The professional bodybuilder not only offers advice for troops who are stationed stateside, but also for those who are away from home and in theater. "A lot of military personnel love to keep up with the world of bodybuilding and watch what's going on with it," Cutler said. "I feel it's important to do as much as you can and stay active; if you're into the sport read up on it. Weight training can be a great stress-relieving therapy, and it's actually a big part of how I became involved in it." Hill AFB is not the first military stop that Mr. Olympia has made. Visiting military bases and installations is something that he tries to do regularly. "We went to Fort Lewis, Wash., just recently," Cutler said. "I try to make a military appearance at least once every six to eight weeks. My last appearance in Utah was in 2001." n March 26, the Secretary of the Air Force, Michael W. Wynne, issued a letter whose subject was "Air Force Small Business" in which he wholeheartedly endorsed the "Beyond Goals" approach to Air Force small business. He also commended the Air Force's achievements in awarding prime contracts to small businesses, which have resulted in 15 to 17 percent of contract dollars going directly to small business prime contractors. However, he stated that the Air Force is still significantly below Department of Defense's statutory requirement of 23 percent. He then added, "Tb accomplish this effort, I am charging each airman from the Headquarters and Secretariat staffs, to MAJCOM commanders, program executive officers, customers, contracting officers and purchase card holders to become part of the small business team." While the secretary's letter listed Air Force Materiel Command's goal as 16.13 percent, AFMC commander, Gen. Bruce Carlson, set a goal of 22.65 percent for the Ogden Air Logistics Center in fiscal year 2008. Over the last several years the ALC has not only met its overall goal, but has exceeded it, achieving 18.94 percent in fiscal year 2006 against a goal of 13.3 percent. It has also met its Small Disadvantaged Business and Woman Owned Business goal; however the ALC has struggled with its Historically Underutilized Business Zone and Service Disabled Veteran Owned Small Business goals. Working with various acquisition teams across the center, the Office of Small Business Programs has been able to help craft strategies that should be helpful in achieving the goals. For example the 75th Air Base Wing is currently competing the IT Consolidation requirement using the GSA Vets GWAC, which is a 100 percent SDVOSB set-aside with an estimated value of $70 million over 5 years. The recent Depot Onsite Contractor Augmentee Team contracts issued in support of the 309th Maintenance Wing have four small business awardees, two of whom are also HUBZone contractors. Finally, the ALC is getting close to the award of the landing gear prime vendor contract which has been competed as 100 percent small business set-aside with a value in excess of $1 billion and may include contractors who also qualify under some of the additional socioeconomic programs.
