Show BERING SEA BUSINESS I Causes a Short Debate in the Senate Washington April 7Thls is the first Saturday session of the Senate during the regular session of Congress There was some expectancy in the Senate that the opposition to the tariff might be manifested in a manner similar sim-ilar to that of yesterday but the journal Jour-nal was read and approved and routine business progressed with few interrup tions Senator Hoar called the atentlon of Senator Morgan to a dispatch in the morninc r nnir avlno tvio + fi T a v 40 nti w W Tb LIlcll LUC XSnL ish parliament had passed an act intended in-tended to carry out the provisions of the award of the Bering sea tribunal but according to which ships which might have sailed without knowledge of the passage of the bill should not be liable to seizure He thought if the dispatch correctly reported the text of the parliament bill i was simply an evasion of the principles of the awards of the Paris tribunal He asked Mr Morgan as to the truth of the dispatch and if it was true some supplemental legislation should be passed by Congress Con-gress gress Mr Morgan explained that some weeks ago Sir Julian Pauncefote the British ambassador had submitted to the state department the draft of an act of parliament which to the best lof his recollection corresponded exactly exact-ly with the language of that quoted in the dispatch There were some features tures of the proposed act which were opposed he used the word advis dly to the fair interpretation of the awards and those provisions of the proposed act were firmly rejected by the secretary I secre-tary of state and the British government I govern-ment was S informed About the same time he learned from the newspapers wJpprs that a bill had ben introduced Into parliament par-liament for the purpose of givIng effect ef-fect to the award of the Pars tribunal but whether i corresponded with that submitted by Sir Julian Pauncefote to the state department he did not know I Shortly afterwards he learned that the bill had been withdrawn for the purpose pur-pose of remodeling i and he still hoped that such was a fact and that the text contained in the dispatch was that of the unamended bill which had been sent out by mistake At 120 p m I the Senate went into executive session and at 420 adjourned adjourn-ed |
