The brick addition will also allow for the expansion of the eating area onto a covered brick patio to the rear of the existing building. The Planning Commission voted to approve the petition on condition that the rear lot area be cleared of storage units that are being illegally stored on the property. Jesse Ogden of Eden petitioned the commission for final approval of a five-lot subdivision at 3071 N. 5100 E. off of Wolf Creek Drive. The subdivision was approved. UDOT is requiring that a right hand turning lane be installed coming down off of Wolf Creek Drive southbound. Petitioner Wayne Pack asked the County to approve a rezone of a 0.209 acre parcel of land from AV-3 to CV-1 (neighborhood commercial) in order to separate the old blacksmith shop zoning from a residence that currently shares the same parcel of property. The zoning change would allow the owner to utilize the blacksmith shop and an adjacent building for commercial purposes. The blacksmith shop first opened in 1893 and is one of the oldest buildings in Ogden Valley and has been adopted as a Historic Site in the Ogden Valley General Plan. The Petitioner proposes to restore the building and sign and have a blacksmith use it once or twice a week to shoe horses. The adjacent building was originally used for the storage and repair of wagons and carriages. This building is being proposed for restoration and use as a gift shop and/or snack bar. The Petitioner has a residence located on the same original 1.3-acre parcel of land, but only a small portion of the parcel is being considered for rezoning to CV-1. The proposed 0.209acre portion of the lot is the only part being considered for the rezone. The Planning Commission voted to approve the rezone as long as commercial use is restricted to that of the proposed blacksmith operation and gift shop/snack bar use. Two zoning petitions were tabled due to time restraints. The tabled items included a zoning petition to amend Chapter 38 of the Weber County Zoning Ordinance to add a provision for Sheet Flow. A map was created by the County in February of 1986 after heavy flooding occurred during that winter. The map indicates the areas in Ogden Valley that were flooded by sheet flow. Once passed, these mapped areas will be incorporated into the Natural Hazards Overlay District. Also tabled was a revised draft Sensitive Lands Overlay Ordinance. The final decision of the evening by the Planning Commission was a majority vote by the board of commissioners to allow for the rezone of a 9.3 acre parcel at approximately 830 South Highway 39 in the East Huntsville area from CVR-1 to CV-2. Petitioner Julee Bramson’s concept plan shows three multi-storied buildings with a footprint of 46,652 square feet, which is just over one acre, with total square footage just over 93,000 square feet, or 2.14 acres. The applicant proposes a multi-use commercial center broken down as follows: Building one: Restaurant/Retail, Building two: Retail, Building three: Retail, 34,862 sq. ft. 32,760 sq. ft. 25,682 sq. ft. Proposed uses include restaurant, bar, banquet facilities, delicatessen, coffee shop, professional offices, farmers market, sporting goods, gift shops, boutiques and other mixed retail. The parcel was originally rezoned from Agricultural A-1 to CR-1 zoning for the purpose of creating a recreational vehicle storage facility. The propos- al was never constructed and the property has remained vacant. Weber County Planning staff reported at the Planning Commission meeting that the proposal does not conform to the General Plan as far as the architectural concept is concerned, as it is not compatible with the “rural atmosphere,” does not conform with the lower density, resort related commercial activities planned for that area, and is not compatible with the general size/scale of the other structures in that general area. The General Plan does not identify a commercial node or “growth area” in the south end of the Valley. Against the recommendations of the Weber County Planning staff to deny the petition, and strong opposition by the Weber County Township Planning Commission Chair Sharon Holmstrom, the board of Planning Commissioners voted to recommend approval of the rezone. Eden Board member Verl Creager, also going against strong public sentiment in the Valley against the proposal, voted in favor of the rezone. A third Valley resident that sits on the board, Patrick Osmond of Eden, was not in attendance at the meeting. Information from the USDA Soil Conservation Service and Forest Service Soil Surveys show that soils on the property are the least acceptable for septic tank absorption fields, sewage lagoons, or other sanitation waste uses.
