Tho following bills were introduced and rofcrred: Price, to promote tho deposit of savings and the refunding ol the national debt. Sapp, to give construction to the act tor the resumption of specie payment; pay-ment; aUo authorizing the secretary of the treasury to issue coupon boudB of the denomination of $15, $25, $50 and $100 fjr investment of savings. Halo made the point of order that tho business whiuh occupied the bouBe yesterday Bhould come up today to-day as unfinished business. - The Bpeaker overruled the poiut as to day was private bill day. Hale then raised the question of consideration, and the house voted to aet aside private business and to resume consideration of the unfinished business of yesterday. Hale moved the previous question on the substitute reported yesterday from the committee of the whole, which ia to the effect that committees desiring to make investigation may at any time apply to the bouse for leave to Bend for persons and papers, but requiring! theni to present a stale- queatiau was not seconded 109 to 111. Wood then oflered a substitute for Hale's, and demanded the previous question, the subelituto being his original resolutions without change. Hale made the point that the committee com-mittee of the whole having rejected tbe proposition now presented, the house could not be asked to vole upon it. The speaker overruled the point of order, but stated that the vote must be first takon on the report ol the committee, that is on Hale's sub stitute. The previous question was Beconded. The first vote was on Buchard's amendment to the original solution, which waB to insert the words authorizing commi'-teea to apply to the houao tor power to send for persons and papers. The amend- ! ment was rejected, yeas 10li, nays 111. ! The next vote was taken on Wood's j substitute, oflered to-day, being the resolution as originally presented, and I it was adopted, yeas 111, nays 107. i Cox asked leave to ofler a resolution asking the president to oommunicate bin reasons for refusing to recognize the present government ot Mexico under General Linz, withBuch ordirj, correspondence and other documents as relate to that subject.
