Btrbeertption ltate $1.00 Pir Twr "Why Have Drivers' Licenses" Many people are not converted to the real necessity of having a driver'3 license and feel that the State Is only creating more laws to deprive them of freedom of action. They point to the number of "Good Until Revoked" licenses issued In 1933 and 1934, which were Issued without written or driving test. They point to the few remaining remain-ing States that do not have drivers' driv-ers' licenses and regard them as the last surviving frontiers of freedom. Even the "Three Year License" presents a problem with Its fif ty-cent renewal fee to be mailed or brought In within three months before the expiration date. Suspension of a license when a person has been convicted of three moving traffic violations calls for special examinations and hearings by the CommiS' sioners. Revocation of the 11 cense for "Hit and Run", or "Drunken Driving", etc., cause many people to feel that freedom of the open highway is gone. without investigation or thought it would appear that some injustice Is being done, but a more thorough study reveals the wisdom and justice behind these requirements. It was first thought best to have all automobile operators register with the state for identification. iden-tification. A license was Issued for the sum of twenty-five cents to all who applied. Durine the years that follow ed, the large number of deaths caused by automobiles came w the attention of the department. The public demanded that something some-thing be done. A study was made of the driver control work of other states and gradually the system we now have was developed. de-veloped. The annual death rate caused by auto accidents over the last five years has been reduced from 205 to 103. The saving of even one life would more than pay for the Inconvenience that we are put to In learning "Road Rules" necessary for the preservation preser-vation of life and property. Rather than require all "Good Until Revoked" license holders to aDDear for a special examination it was thought best to let them eliminate themselves tnrougn the Drocess of law enforcement. If they prove to be a hazard on the road, officers give them tickets, which brings their lack of driving ability to the attention atten-tion of the Drivers' License Di vision. Duplicates are being issued to holders of "Good Until Revoked" licenses, who have proven, by their records, to be safe drivers. The "Three Year License" now issued with eye, written, and driving test is modern and effic-! lent. The new generation of drivers, if they apply the knowledge know-ledge gained in these examinations, examina-tions, should be safer drivers. If the holders of "Good Until Revoked" licenses fully understood under-stood the value of the test given, they would of their own free will come in and take the test to in crease their driving ability. The new generation demand a higher freedom than is possible under the law of the Survival of the Fittest. They are struggling for a system where large groups of people can move safely and efficiently with equal freedom of personal right to all. It is the object of the "Drivers' License Division" to do justly and efficiently the task the people, peo-ple, through the legislature, have set for them to do. When you see the Driver's Li cense Examiner at work in your vicinity, don't feel that you are lucky to evade this service. It has been set up for the one purpose pur-pose of saving life and property. Stu-dios. Artists from all over the state are represented. Watercolors and oils seem to dominate the show, however, there are also pieces of sculpture sculp-ture and wood carving. This is the 42nd. Annual Ex hibition to be held by this group of artists. They are the spon sors of the Fine Arts Movement in the state of Utah and also contribute liberally to the maintenance main-tenance of the State Symphony Orchestra. Among the pictures hung by Utah County Artists are two canvases in oil, "Golden Maples" and "Chore Time," painted by Harold W. Woolston, American Fork, who teaches art at the Pleasant Grove High School. The show will continue until April 30, 1944. It is open from 10 a. m. to 5 p. m. each day, including Sunday.
