state a memorial and petition setting forth the grievances of the women through being deprived of the suffrage in their petition they preferred the following requests odthe legislature ft fah fth 11 first to so amend the consal aution that it will con eon confeson confer feron on women the right to vote upon the same germs terms and conditions that men exercise the nan han manchise chise and refer the same to the next succeeding leg li slature for its ita adoption and ami submission to the people for their ap iX i second to enact laws which will make women eligible to positions of official authority in all the departments of the public schools provided that they may enjoy an equal share of the clerical and anti other offices the duties of which are suitable to be discharged by wo men in each mackof of the departments of municipal township county f and state government that the wife shall have full powers conferred upon her to contract and the same absolute ownership over her own property as she pois possessed essed b before e marriage so that she shall be 1 in respect to her nat natural uial personal auti anti and property rights the e equal quai of her hir hi her r husband I 1 phird to so amend the tile laws within constitutional limits that all the legal disabilities now imposed on the women of this state shall be entirely removed 11 the memorial and petition were referred to the committee on the judiciary mr aldrich introduced the following resolution for the ap of a joint committee to consider the subject WHEREAS the board of con t tro troi lof of the california womans comans sus frage association have caused to be introduced into both houses of the t legislature a memorial concerning the rights hights 0 privileges and dis disabilities abill of women and a petition asking for the enactment of laws by which such disabilities shall be removed and such suca rights and privileges secured to them and also asking for an amendment to the constitution ution of this state by which the right of suffrage rage shall be conferred upon ubon upon them and whereas said memorial and petition are entitled to a fair and respectful consideration by the legislature therefore be it Be resolved solved by the assembly the senate concurring that a joint committee consisting of three on the tile part of the assembly and two on the part of the senate be appointed to take into consideration the matters embraced in said me morial mori aland and petition and to report such action thereon as they may deem it expedient to be taken the assembly sir pratt rep of ind presented a petition of the indianapolis wo mans suffrage association protesting ng against the passage of the bill limiting suffrage age in the territories t to 0 males maies prepared for presentation to the colorado legislature of which the following is a brief abstract 1 I all rivers and creeks are declared public and open to be used for purposes bf mining and arri irrigation a 2 existing rights are protected 3 the right rig h t t to construct public and private ditches is declared 4 when ditches have been constructed ted through the lands of others with their consent such consent shall be irrevocable in writing or by parole 5 the county commissioners in each county shall upon petition of five landholders land holders order the construction st of a ditch the cost to be paid by tax levied upon the lands berie bene fitted by said ditch 6 0 lands covered by a ditch shall constitute an irrigation district to be provided for by three overseers to be no persecution justice is seldom in a hurry but injustice is characteristically swift to shed blood and work all manner of iniquity haste is always suspicious and almost always does bad work most haste worst speed that is why certain persons objected to investigation last session ion and goaded congress to legislate specially and with indecent t haste to aid utah now investigation is again mooted and these same samo persons do not want it they are afraid of it they have nothing to gain but everything to loseby lose iose by i investigation their acts will nol not bear careful candid intelligent scrutiny and acdan an for eor our own part we do not see that either investigation or special legislation by congress is i particularly necessary concerning tah but if such sueh lesi must be had any sane man would say should only be had after full cam calm sober intelligent discriminating deliberate impartial investigation the more congress knows of th true situation the the tho more intelligently it can legislate to it is a truism amounting to a platitude yet some people seem to boac ac capt it not but fight it to the end nor will there bo be any dreadful danger incurred by legislation waiting upon investigation As forney says of the whole union it flourishes in spite of poor government so will utah continue to flourish in default of special congressional legisla tio for
