Show TIlE PAVING DISTRICT We still think it is a mistake on the part of the council to create such a large paving district More streets have been included than can be paved this season even if the money were hero to pay for the labor and material which is not the case Nearly three miles of our wide streets are comprised com-prised within the district and to pave this extensive area in one summer Is more of an undertaking than Salt Lake should grapple with at this time But aside from the fact i that the work is too much for one season we apprehend that the taxpayers will decide de-cide that the cost is more than they care to accept at this time for while they will not be compelled to pay all down on the completion com-pletion of the improvement they will have to pay the Interest on the whole and a certain cer-tain percentage of the whole into the bond redemption fund the bonds and the interest inter-est falling as a lien upon the property A good deal of the property in the district is nonproductive yielding absolutely nothing to the owners Much of the land is occupied occu-pied by residences and a considerable portion of the land will not be built upon for two or three years or even a longer time It will thus be seen that the entire paving project is liable to defeat all because be-cause the members of the council want to do too much We hope the propertyowners will feel that they can stand the tax and that the scheme will not be voted down but isnt it expecting rather much of men 1 to expect them to pay for a costly improvement improve-ment pf this kind when they have not the least hope of receiving returns from their property for years 1 Another matter it seems to us should have been taken into account by the council coun-cil before going into this business so extensively exten-sively There is not a yard of paved street here hence nobody can know what material mate-rial will be best for use Half a dozen kinds of paving have been talked of and each has its advocates while no one can say with the definiteness required which will be best for this city the climate the soil and all the conditions being taken into account It would have been better practically test the materials before adopting any of them so extensively as is contemplated by the ordinance It seems to us that it would be little loss than criminal recklessness to pave the very cen tre of the city with material which tho interested parties may proclaim against In the event of a failure the council will be saddled with an ugly responsibility and the taxpayers will be put to the expense of removing the nuisance and putting down the right kind of pavement after they have learned from experiencethe only way they can learnwhat is the right kind Unless tho business has proceeded too far the council should recall its recent action ac-tion and divide the immense district into three or four If this shall be done the proposition pro-position will certainly be carried in some of the districts and East Temple and First and Second South will be paved If this shall not be done it may be doubted that a majority of the propertyowners will support sup-port the scheme the whole project maybe defeated and no paving whatever be undertaken under-taken |
