Show NEWS New rules for new command SCOTT AFB, 111. (AFNS)-- A team overseeing the integration of Air Force tanker, airlift and rescue resources into one command is working toward having Air Mobility Command Provisional in place by Jan. 15. The transition team is working on the program plan to activate the new command. Team members include representatives from each Military Airlift Command directorate as well as six members from Headquarters Strategic Air Command, Offutt AFB, Neb. Part of the team's job is to write the regulations for the new command. Gen. H.T. Johnson, commander in chief, U.S. Transportation Command and MAC, has tasked the team to "put the old MAC and SAC regulations aside." "I want them to pull out a clean piece of paper and write new regu- lations." Johnson said he wants fewer and shorter regulations. "People and quality processes are going to run AMC, not regulations." AMC is one of two new commands that will be formed as a result of restructuring initiatives announced by Air Force Secretary Donald B. Rice in September. The other command, Air Combat Command, will consist of SAC and Tactical Air Command bomber and fighter aircraft. Col. Al Willis, AM C P team director, says they're looking to have the program plan approved by Dec. 15 and have the provisional command operating by Jan. 15. Once the AMC-is established, it will function as the central point of contact for the integration of the P staff command major responsibilities operations, logistics, acquisition, personnel, doctrine, training and quality. AMC is scheduled for activation in June. The transition team is part of a structure that will manage three-tiere-d 7 Hilltop T.mti Nov. 27. 1991 and coordinate the Air Force reorganization. The top level consists of a general officer steering group comprised of the Air Force deputy chief of staff for manpower and organization and the DCS for plans from MAC, SAC and TAC. The group meets about every two weeks to review actions accomplished and to approve proposed actions. l A integration group made of colonels is responsible for the up oversight of reorganization activities. This group meets weekly to establish priorities and direct the transition teams. Transition teams at MAC, SAC and TAC will handle the management of reorganization activities. The Air Force is using a telephone survey to collect data about leadership issues from active-dut- y service members. The survey began Nov. 13. Personnel will be called randomly at their duty station. Participation is voluntary. Names will not be used in connection with any information given, nor will names be shown as survey participants, according to MSgt.
