Home canned products are not counted and should . not be included in-cluded in the declaration. Emphasizing that "tailoring" of books by removing stamps for excess ex-cess supplies shoul not be thought of as a penalty, Mr. Cardon said. "In Utah, the people have previously pre-viously been encouraged to lay in supplies for a food shortage emergency emer-gency such as we now have.
