An inspired article in Fremdmblatt states that the UDionistic tendency of Bulgaria and Roumelia have repeatedly re-peatedly excited the serious attention of politioal circles." .The Powers, that paper says, continue to cherish a desire fo respect ' and maintain the treaty of Berlin. The action ac-tion of Prince Alexander, of Bulgaria, in placing himself and his army at the head of the rising, constitutes a grave violation of international law. IT IS A CHALLENGE TO TUBKEV. Europe cannot, for the benefit of a single -Balkan state, endorse this infraction of treaty rights, entailing a disruption of the balance of power of the national political forces of the Balkan peninsula, as fixed by the Berlin treaty. It is premature to say, definitely, what common action will be taken by the Powers; but it is certain that the movement will be kept in the 'narrowest possiDie oounas, tne rowers retaining supreme control of all events in the Balkans. The Servian army is being mobilized, and the troops aro being sent to protect the southern frontier bordering on Macedonia and Albania. The Standard's correspondent at Vienna states that in an interview the Austrian Under Foreign Secretary assured him that Austria had no intention of annexing Bosnia and Herzegovinia.
