Show SECRETARY DEL CAMPO. Senor Manuel Del Campo, Secretary of the Chilian Legation at Washington, has been on a rampage. He seems to. have got into some kind of a quarrel in the lobby of the National Theatre, and absolutely abso-lutely refused to' be pacified by a friend or listen to his suggestions, and upon being requested to depart, refused. His refusal to depart neaceablv arrest forcibly, and he was taken to the police station. Here,, it . seem sr he discovered his identity to the officers, and was released as a matter of course. He was released because international law exempts the members of legations from arrest, it being be-ing supposed that to arrest a, representative representa-tive of a friendly government is to offer such government an indignity. But Secretary Sec-retary Del Camix) insisted that SAProtnr Bayard should be sent for and offer him ' an apology. The apology was not offered, and will not be. Chili thinks she can domineer over the United States upon the sea, and no doubt she is superior to us there at present, but she cannot bully us at home. Doubtless Del Campo thought she could, and ' tried . it. He did not succeed, though. Had 'he discovered his identity to the officers at the time of the disturbance in the lobby of the Theatre, he would not have been touched, and he has himself to blame for the arrest. Secretary Bayard Bay-ard should, notify the Chilian Government Govern-ment of the affair and request the recall of Del Campo ; and he probably will. No government can desire to have any of its representatives act in a manner unworthy of it and offensive to the government to which such representative is assigned. |
