House resolution No. 12, reported in favor of adopting the amendments of the House, and the . report was accepted. This-substitute resolution provides for the compilation and publication of the laws of Utah, and appoints a committee of five to do the work, and appropriates $10,000 for the. purpose. '.". Notice was received from the House of the passsge of H. F. No. 26, " relative to the estates of decedents. Read and referred re-ferred to the Committee on Judiciary. C. F. No. 13, providing for a Territorial Board of Equalization, was made the special order for Friday. C. -F. No. 14, relating to irrigation, amending chapter 49, Session Laws of 1884, by repealing section, 21, was read the third time and passed. Notice was received from the House of the passage of C. F. No. 18, prescribing punishment for misdemeanors ; also C. F. No. 7, amending sections 4 and 5 of chapter chap-ter 45, Laws of 1884, by striking out "County Clerks" and inserting "Clerk of Probate Court." Both bills were referred re-ferred to the Committee . on Engrossment. Engross-ment. The resolution providing for the distribution dis-tribution of West's map of Utah was put on its passage and carried. j Communications were read from Hon. Alex. Ramsay, President of the Utah Commission, Horace S. Eldridge, F. D. Richards and Charles S. Burton, thanking thank-ing the Council for courtesies extended in the freedom of the Council Chamber. "Mr. Hammond presented the report of H. J. Richards, of the joint committee appointed last session to dispose of twelve tons of books belonging to the Territorial Library. ' They report having sold the same to the Deseret Paper Mill and placed the amount .in the Territorial Treasury. The committee say in their report that they deducted $12 for examining exam-ining the same, but fail to state the sum received by the sale of said old books. The report was received. At 3 :50 p. m. the Council adjourned till 2 p. m. to-day. . The House. January 26. The bill amending the act ,of 1884 in relation to estates of decedents de-cedents was unanimously passed under a suspension of r" rules. C. F. 18. providing the mode of Dunish- ment for m demcauors, was unanimously passed. . C. F. 7, amending sections 4 and 5, chapter 45, laws of 1884, was passed. C. F. 26, amending section 5, chapter 25, laws of 1884, was recommitted to the Judiciary Committee. A communication was received from A. C: Emerson, clerk of the First District Court, in response to the request of the Assembly for information concerning the payment of witnesses and jurors. 'All jurors had been paid by the United States for time devoted to United States cases. No witnesses in United States cases had been paid by the Territory. The Assembly Assem-bly was referred to the United States Marshal and the court reporter for fur ther imormation. A communication from the Auditor was received, transmitting two freight bills and the claim of Zera Snow for collecting money due the Territory. Referred to Committee on Claims and Public Accounts. Ac-counts. .-. , The Speaker announced a communication communica-tion from His Excellency, the Governor, setting forth his reasons 'for disapproving H. F. No. 3, the bill introduced by Mr! West, givirg criminals the absolute right oi rem pending appeal. This was the first bill submitted to the Governor during dur-ing the present session, and his communication commun-ication was listened to with interest. The Speaker announced that the communication com-munication would be spread on the minutes and placed on file. The House then adjourned. January 27. Public Auditor nab-. mg that an appropriation of $1,000 per annum be made for the last four years and that some steps be taken towards an increase of salary for the future, statin that the present salary is insuffiient to hire the assistance necessary. Committee Com-mittee on Claims and Public Accounts. Mr. Tuttle presented a petition from Moroni, Sanpete county, asking that the city hmits be reduced. Committee on Municipal Corporations and Towns. Mr. Barton, Chairman of the Committee Commit-tee on Counties, to whom was referred C. 1. 15, reported back the same with a substitute bill, .and recommending its passage. - . .
