| Show I THE SPECIAL MESSENGERS Another JUail Advantage That Sal I Lake AVill Be Entitled to On October lit Salt Lake City from the number of its I inhabitants will be entitled to the special messenger system so often made mention of in the DEMOCRATS telegrams the past week and by which arrangements for the quick delivery of letters is authorized ban b-an act of the last Congress The new system will go into operation on the 1st of next October Tho law authorized its introduction at the discretion of the Post masterGeneral in all places containing more than 4000 inhabitants When the PostmasterGeneral first directed his attention at-tention to the matter he thought it best to introduce the system jn only a few of the large cities hut he finally determined to introduce it in all the places allowed by lawBy placing the special 10cenl stamp on a letter in addition to the regular postage post-age it will be delivered at once by a special spe-cial carrier upon its arrival at the office of destination anywhere within the carrier car-rier limits of a free delivery office or within ono mile of the post ofce at other than free delivery offices which are dos ignated as special delivery offices Drop or local letters bearing the special delivery deliv-ery stamp will also be delivered by special spe-cial carriers The instructions issued to postmasters authorize the employment of messenger boys to perform the special delivery service at salaries not to exceed 30 per month Substitute letter carriers may also be utilized as messengers The circular sent to postmasters embraces a copy of the act authorizing the establishment establish-ment of the system and very minute instructions in-structions and mauy suggestions respecting respect-ing the introduction of it at each office In concluding his circular Mr Vilas concuding crcular Vias says You are urgently enjoined to give your best judgment and diligent attention to this system of special delivery now sought to be established by the government I is an object of great importance and general gen-eral desire that the system should prove of high public utility Although the ends sought by it are of unquestionable value the system introduced is necessarily an experiment and its success depends largely upon the Postmaster and its success suc-cess or failure in any locality will indicate the Postmasters official value |
