the Officers of the Various State Territorial Terri-torial and Local Cattle Growers Asssocia lon of the Range Country Withing the past twentyfour hours telegraphic tele-graphic dispatches have confirmed the startling start-ling intelligence that contagious pleura pneumonia exists to an alarming extent in and about certain distilleries fSeding farms and dairy farms in i Chicago and vicinity and while this is being written every thinking man in the range country is no doubt seri ously contemplating the possible imminent danger the possible outbreak bears to his investments Chicago i the chief mart for I our Western cattle and is also the leading point for distributing Eastern cattle and the absolute necessity for the employment of every precautionary measure for the protection pro-tection of your herds is obvious The livestock live-stock sanitary regulations of the Western States and Territories are lamentably de ficient and the foremost part of such regu lations as have been promulgated have not been efficiently enforced thus affording easy opportunities for Eastern cattle to gain admission to Western ranges The rigid enforcement of all existing sanitary regu reg ations protecting Western cattle must be demanded and every possible support should be put forth by your associations to aid the sanitary authorities of the various states and Territories to strengthen and improve upon the present protective systems and regulations Immediate action should be taken in order that all sections where the disease is known to exist may be quarantined quaran-tined against Railroad and transportation companies connecting East with the range country should be notified of existing livestock live-stock sanitary regulations and their cooperation cooper-ation earnestly solicited in order that all danger from such lines of connection may be averted You should be prompt in requiring uiring that all cars used in transporting he stock be thoroughly cleansed and disinfected disin-fected after having been unloaded The intelligent telligent management of our railroads will observe and enforce this important precau tion if properly brought to their attention and brand inspectors stationed at the various var-ious market centers east of us should receive ceive such instructions from your State and territorial sanitary boards as will make them vigilant in reporting all cattle from the East that are westward bound as well as the State or District of the East from whence they were shipped Eternal vigil nee is the price of liberty to us it is the price of safety Later telegrams inform us of the action of the Canadian authorities in prohibiting the importation of cattle from certain counties and districts in Great Britain on account of the existence of pleuropneumonia When the danger is s threatening that commercial relations in live stock are sundered between people whose relations are as intimate and close as those of the Canadian people with their mother country can we afford to remain re-main indifferent or ignore the source of danger which has created such alarm in Canada Is it not an imperative duty that such united action be taken by the grazing interests as will compel the States east of us to completely eradicate animal diseases from their midst While rigorous winters drouths of long duration and depressed markets have conspired to injure your business busi-ness and tended to create a spirit of inac tion on your part these combined misfortunes misfor-tunes are insignificant in their effects compared com-pared to the ruin and destruction that would follow the introduction of a single animal affected with pleuropneumonia to our open ranges In States and Territories where no effective sanitary regulations exist governors should b appealed t to proclaim such restrictions re-strictions WIthout delayas will insure safety and that they avail themselves of the invitation of the Commissioner of Agrjcul Agcul ture to cooperate with him in all needful procedures in relation to cattle diseases Stock yards companies west of the Mississippi sippi river should be prevailed upon to exert extraordinary precautions in handling cattle to prevent the possibility of the dis ease finding its way through these channels to the West The management of the National tional Stock Yards at Chicago should be commended by stock men of the entire beefproducing country for its action in opposing op-posing the use or sale either on the hoof or as beef of any cattle that have been exposed ex-posed or in proximity to the disease and we should make a united protest against the sale or offering for sale of any cattle not known to be free from disease as well as free from contact with it
