Show TUeJCapltal WASHINGTON March 30 There was a full attendance at the Cabinet meeting yesterday The Treasury Department was represented byMr Fairchild The appointment made Monday of Henry O Billings as Receiver of the Land Office at Halley Idaho Territory has been revoked re-voked and Mr Hailey has been appointed Register of the Land Office at that place I Llle xosunasterueneraj nas issued the following circular addressed to division superintendents and inspectors and other officials and employees of the railway mail service The attention of this departmant has been invited by the officers of many railroad companies to the InterState Commerce act with the inquiry how far those provisions which they have deemed restrictive to free travel affect the persons or employees of tho postal service The correspondence has has almost universally contained expressions 1 I of willingness to continue the facilities here tofore offered unless such course will be in contravention of the law Inorder to obtain ob-tain a satisfactory exposition of this point the opinion of the AttorneyGenerol was solicited whether there be anything in the act which probibits the practice heretoiore pievailing The AttorneyGenerals opinion is that the InterState act does not affect the postal service but is a regulation of commerce only I |
