celebration of the approaching Fourth of July reported as follows I Celebrating tho anniversary of our National Na-tional Independence is a matter belonging directly to thepeople and while the municipal munici-pal corporation has over been and today is ready to second all laudable efforts of citizens citi-zens and give hearty concurrenc to every I reasonable request emanating from them yet we think it advisable for the corporation at present to take lhe steps suggested by tho I committee because 1 On such occasion it is not essential that the city government should take an I initiative part 2 I is doubtful under existing circumstances circum-stances which need not be described or i detailed that a celebration including ali classes of citizens independent of all political I polit-ical and religious considerations ns suggested sug-gested by petitioners could be had 3 In the absence of a more fall and general popular expression than has yet I appeared on the subject wo deem it inexpedient inexpe-dient for the city government to take the i initiative action desired I 4 Our constituents as a community are second to no other in loyalty to the institutions i in-stitutions of our National system being sincerely devoted to the principles upon which this freest of all governments is founded but under existing conditions edo e-do not feel certain that the desiro to enter upon an organized and universal celebration celebra-tion of Independence Day is general Therefore while thoroughly appreciating tho efforts of tho gentleman who constructed con-structed the committee who appeared bo fore this Council on Friday evening the i 27th ultimo and ever anxious to carry out the wishes of n majority of our constituents we cannot for tho reasons
