Salt Lake College Center The name will be shortened for summary referral r to Co College II ege Center ARTICLE II PURPOSE Section I The College Center Is conceived to be the center of the curricular co life of our campus It is the center of planning and execution of camp wide campus s events and special Interest programs conducted primarily in the College Center that contribute to the social recreational cultural and educational environment of the col college lege and serves serve al all I members of the col college lege family Iy students alumni faculty administration and guests ARTICLE II III Ill I MEMBERSHIP I P J Section I Every student upon payment of the Co College I lege Center fee is entitled to membership in the College Center Section 2 Faculty and college administrators are entitled to membership in the College Center If a fee should be required it shall I Ibe be determined by the Utah State Board for Vocational Education Section 3 AI All I Utah Technical College alumni are entitled to membership in the College Center If a fee should be required it shall be determined by bv the Utah State Board for Vocational Education ARTICLE IV ORGANIZATION Section I The Co College I lege Center organization shall I Include t. t ta t a. a A Col College lege Center Board b. b A Col College lege Center Director c. c Col College lege Treasurer and his business and service staff d. d Superintendent of Buildings and Grounds and staff e. e An Activity Council f. f Activity Committees as needed ARTICLE V COLLEGE CENTER BOARD Section I A Col College lege Center Board is hereby established to serve as 1 pol policy icy and advisory group in promoting the development of ofa a broad social recreational cultural and educational program for the College Center Specifically It shall be the duty of the Col College lege Center Board a. a To hold regular meetings at least once each month during the school year and such special meetings as may be deemed necessary and convenient s w w 4 1 i j i b. b To initiate such pol policies and pol policy icy changes qt as sha shall II become necessary and to recommend r iff w pol policies relating to bookstore and food service fr t c. c To review and approve the budget prepared for operation of the Col College lege Center to 4 Section 2 The College Center Board shall I consist of the fol following lowing members a. a SL Student Body President b. b SL Vice President of Social and Student Activities c. c SL C Class I ass Pres President i dent t i f d. d Two Student at Large Members e. e Alumni President 1 r f. f The College Center Director g. g Dean of Students or his delegate h h. h College Treasurer or his delegate 5 i. i President elect of the j. j Director of Promotion and Development k Superintendent of Buildings and Grounds t i. i Section 3 Student at large members shall I be appointed by the SL Executive Council Section 4 The Co College I lege Center Director shall I serve as Chairman of the Col College lege Center Board His duties shall I be to call cal I meetings of the Board and to preside over such meetings and to perform such other functions as is common to such offices Section 5 The Chairman shall I have no voting power except in the case of a tie Section 6 The secretary of the College Center Director shall I be the secretary of the Board and shall I keep the minutes of a al all I I Board proceed proceedings i Section 7 A quorum shall consist of a two-thirds two majority eight vot voting i ng members J ARTICLE VI COLLEGE CENTER D DIRECTOR RECTOR I r Section I The College Center Board shall I meet to search for screen applicants and recommend candidates for appointment t as asCol Col College lege Center Director to the Col College lege President for both bothi i initial and replacement personnel The Col College lege Center Director shall be appointed by the Utah State Board for Vocational Education upon the recommendation of the President of Utah Technical Col College lege at Salt Lake Section 2 It shall I be the duty of the Col College lege Center Director to administer the College Center program in accordance with the policies as recommended by the College Center Board and in accordance with the policies of the Utah State Board for Vocational Education 0 Section 3 The Col College lege Center Director shall I be directly responsible to the Dean of Students and under his direction for the administration and coordination of the social recreational cultural and educational programs of the College Center Section 4 The College Center Director shall I coordinate with the r Col College lege Treasurer on all fiscal affairs and business business business' t matters of the Co College II ege Center and sha shall II coord coordinate i nate r required fiscal and financial matters as required by bythe bythe the bond resolution Section 5 The Col College lege Center Director shall I coordinate with the Superintendent of Bui Buildings and Grounds on al all I custodial and maintenance matters Section 6 The College Center Director shall I have a secretary and r- r shall be responsible for recommending appointment of and sup supervising al all I other staff personnel necessary to the performance of his duties S ARTICLE VII ACTIVITY COUNCIL L I r rIi Ii Section I An Activity Council Counci I Is hereby established to plan and execute social recreational cultural and educational programs for the college to be held primarily in the Col College lege Center and to make recommendations and suggestions to the College Center Board r 0 J- J Section 2 The Activity Council Counci I shall consist of the following members a. a College Center Director DirectorS S b. b SL Vice President of Social and Student Activities C. C SL Freshman President d. d SL Vice President of Public Relations v and PublIcations j S 7 e. e Student committee chai chairmen as the Activities Council Counci CouncilS I may see fit f f. f The president of each officially organized and 0 recognized club J x Section 3 The SL Vice President of Social and Student Activities shall serve as chairman of the Activities Council His or her duties shall I be to call cal I meetings of the Council Counci I and to toL L L. L preside over such meetings and to perform such other functions as is common to such offices t Section 4 The SL Secretary shall be the secretary of the Activity i Council and shall keep the minutes of al all I Council proceedings v r t. t Section 5 Other committees may be appointed by the Activity Council as may be necessary and convenient The chairman of each committee shall I be appointed by the Activity Council Counci I from applications submitted to the Activity Council Each committee chairman shall I appoint the members of his committee with the j approval of the Activity Council i t ARTICLE VIII RATIFICATION AND AMENDMENTS Section I This charter shall become the operating charter of the Col College lege Center when ratified by a simple majority of the theY 1 Y SL Student Senate and with the consent of the Utah State Board for Vocational Education Section 2 This charter may be amended after May I 1974 upon a proposal of a two-thirds two majority of the voting members of the Col College lege Center Board eight members with such amendments subject to approval of the SL Student Senate and the Utah State Board for Vocational Education t r. r ARTICLE IX LAWS BY Section I laws By-laws not in conflict with this Charter May nay be adopted amended or repealed by a two-thirds two majority vote eight votes of the College Col lego Center Board Goard ARTICLE X Xa f a l PO POWER ER AND POL POLICY I CY OF THE UTAH STATE BOARD FOR VOCATIONAL EDUCATION Section I It is the present policy of the governing board of this Col College lege to provide a medium of self self- self government to the students of the Utah Technical Col College lege in order to develop the democratic process inherent in our social and economic v life however there are constitutional and statutory powers and duties held by the Utah State Board Goard for Vocational Education which cannot and should not be delegated No 1 t provision of this Charter shall I or may be construed to restrict or prevent the Utah State Board for Vocational Education from making any change alteration or amendment in the Charter as in its considered judgment may be deemed necessary to comply with the constitutional and statutory powers and duties held by the Utah State Board for Vocational Education r h |
