important phases of government administration tra tion but there are too many agencies too much ove overlapping and too much confusion under the present setup they felt that many of the ithe agencies could be profitably consolidated much to the advantage of the farm family unit and the information should be obtained from one or two agencies instead of obtaining it from so many as now exist recommendations for the production and marketing administration general State statement meni the committee is of the opinion that it c cannot annot make constructive recommendations commendations ions on all phases of the P M A program as it has only come into contact with certain phases in san juan county and would therefore rather reserve their comments for the programs with which they have had experience we also wish to point out that in the limited time available a to study the programs it would not be wise to make drastic recommendations which might have the effect of upsetting a program that has b been een many years in the making and has contributed much toward the welfare of the nation As a general comment it is thought that there is an over of some parts of the program with other age nices and it would be our recommendation that wherever it is possible to do so consolidation should be effected administration of an all U S D A programs should be taken more seriously in order to maintain the respect pf af the taxpayer it is felt that there should ba a credit agency which would assist farmers in the purchasing of real estate where the operating unit large enough to economically sustain a family I 1 1 commodity credit corporation more care should be exercised by the administration in entering into warehouse agreements to prevent the reoccur rance of incidents similar to the tanner affair the family size farm is really bena fitted by the loans made through 11 II agricultural conservation Pro program giam the committee is of the opinion that there is a great need for conservation work particularly on the family size farm where finances prevent conservation work however it is thought that after a farmer is paid several years for the same type 0 of P practice the money should b be diverted to introduce 0 other in e needed practices and the f farmer in should be encouraged to finance his own work wherever possible III production adjustment programs this committee recommends that marketing quota be extended to include non perishable non basic commodities such as barley oats beans etc IV price support and stabilization program we favor a price su support rt program based on a flex flexible parity but oppose direct subsidies of any kind present methods of support through loans purchase agreements are beneficial to family size farms as well as larger units it would be our recommendation men dation that such a program should continue no maximum support should be established V program for stabilization of sugar production and marketing no comment VI international commodity agreement program the development of export markets is of great importance to all agricultural producers and should be developed to the greatest extent possible VII Aur surplus plus removal export and diversion programs this program seems to offer an answer to the stabilizing of i production of perishable corn com 1 j modifies modi ties the producer and the consumer both benefit as the production risks are min minimized imi ed and products are made available to needy institutions such as school lunch programs pr indian reservation etc such a program offers many benefits to i the family size farm agreements VIII marketing agreement i and ordeen programs no comment IX marketing research this committee has had no direct association with this work but recognizes the importance of such research and feels that it has a beneficial effect on the family size farm X marketing news no comment XI standardization grading and inspection of farm products
