foreign ministers conference in london was reminiscent of nothing so much as the rather dreary business of tossing out the christmas tree after the holidays there was a small amount of nostalgia and regret expressed over the abrupt finish of the unsuccessful discussions cus but there was also a thinly thi aly veiled feeling that perhaps after all it was a good thing the affair was over As seen dimly through clouds of futility and frustration what the windup wind up of the german and austrian peace treaty talks amounted to was this the western powers had failed utterly to reach any kind cs of agreement with russia on the lie of germany and the failure 14 beaves taves eaves a europe more firmly divided than at any time since the war ended although the delegates were unable to agree on any single issue on their agenda the point upon which the conference balloon burst was the problem of german reparations to the inevitable question what now di diplomatic plo matic authorities were answering with a prediction that the united states great britain and france would begin negotiations soon among themselves concerning the unification of western germany russia would be out of it and there was no prospect of another four power meeting in 1948 or in any other year meanwhile one irrevocable development was shaping up in the so called cold war both sides it appeared would take immediate steps to consolidate and strengthen their positions for the swiftly forming economic and political struggle between moscow on one side and london paris and washington on the other CONGRESS man alan of 01 the two pressing reasons wh why Y president truman called congress into special session in november one had been disposed of but the other kept hanging around like an evil spirit as the year drew to a close the senate and house had voted r fj in favor of authorizing up g million dollars for emergency winter relief for france italy austria and china but no such accord was displayed in dealing with the problem of inflation at home rejecting president Tr 10 point proposal for fighting inflation by imposing wage and price controls and selective rationing house republicans offered an anti inflation bill based upon voluntary agreements e for price reductions with a two thirds vote needed tor for passage the republican measure went down to defeat to the house split almost exactly along party lines over the bill not one democrat breaking ra ranks aks to vote in favor of it the president has asked for bread and you have given him a I 1 i I 1 one said rep brent spence nee t adem JD em ky in summing up the debate for the democrats rep A S mike dem okla dusted off another bromide when he charged the GOP majority witly with setting up a straw man to combat the menace of inflation that was the swan song for any anti inflation legislation during the special session although the senate was preparing to act on the house killed bill there appeared to be little likelihood that the republicans would be able to put through their proposals meanwhile although congress had bad given its approval to the apropo that interim relief should be rushed to europe and china the emergency aid issue continued to send forth echoes this time the struggle arose over the actual bill to appropriate the million dollars previously approved by congress the house appropriations committee showing the same cutting ways it had exhibited earlier in the year toward budget requests knocked aa million dollars off the original figure in in preparing the bill for floor action thus the bill carried only million for winter relief the appropriations committee headed by rep john taber rep N Y said the cut was represented by items which would have been used by france and italy for payment of interest on their foreign debts and for making payments on commercial accounts aroused at the republican display of economy democrats la belled belied the committees action as an undercover attempt to hamstring the aid program they served notice that they would attempt to r restore e the cut KOREAN FATE partition destiny of korea that almost forgotten country may be decided by the U N early in 1948 and that decision may involve a now rather ominous sounding procedure partition A U N commission is expected to ask russia to help carry out a U N decision calling for countrywide elections leading to establishment of an jn independent dependent korean government ern ment meni it if the soviet answer is no and andrei russian delegate previously had indicated his country would not cooperate the alternative could be a course leading to partition the russians firmly entrenched as an occupy occupying ing power in the northern half of korea are not expected to sanction any elections or permit UN observers to cross into soviet held territory but th the e U S equally firmly established in the south has sponsored korean independence and of course is ready to cooperate with the american russian split dominating the situation the U U 14 N lacking soviet approval of its plan will be faced with the decision on whether to proceed with the elections in the south only and establish a government there such a step would be tantamount to a partition of korea it would leave the russians alone in the north to pull out their troops when and if they pleased after which they would be free to establish a communist regime there APOLOGY Double crossed the japanese sneak attack on pearl harbor was a doub lecross in more ways than one shigenori togo japans wartime foreign minister told the international war crimes court he explained that he himself was a victim of double dealing on the part of some of his count rys leaders in the pearl harbor event in a word statement involving n many of his 24 fellow defendants togo gave the fullest version of japans secret prewar plot that the court had heard during its 19 month session he alone togo said had opposed a japanese navy proposal to begin the war against the U S without giving due warning at a conference in december 1941 togo related he had assumed that customary warning would be given america 1 I was immediately met however with a statement by the late adm osami osam that the navy wished to carry out a surprise attack THE SQUEEZE for arms ever since the U N action which partitioned palestine into arab and jewish states and the subsequent outbreak of hostilities between the two groups top U S officials have been hoping against hope that this country would not be called upon by the jews to contribute arms and funds to help them fight the arabs everyone agreed however that such a request was virtually inevitable and when moshe head of the zionist political department arrived in washington to lay his case before U S authorities it was apparent that the nation faced a major crisis on its palestine policy As one state department member put it administration officials fear that they will be damned if they do and damned if they dont agree to zionists requests zionists believe the U S can and should act on its own initiative and help the palestine jews without waiting to act through the U N they say the jews are seeking to uphold the U N decision on partition while the arabs are attempting to nullify it america according to the zionist view has a twofold obligation to help the jews first as a member of the U N and second as the leading advocate of partition well aware of the moral issues involved U S leaders nevertheless fear that if america intervenes in the palestine strife russia is almost sure to make an appearance on the scene acen e also from such a situation could arise the most dangerous kind of complications with both russia and the arabs unless the present trend alters profoundly circumstances in palestine will build up to a crisis which will burst upon the world next summer when british troops withdraw from the te holy land what the U S position in the conflict will be probably will have been made clear by that time with the november elections tons playing a big part in forcing a anite definite stand one way or the other ARGENTINA high bid argentina one of the unknown quantities in south america has hemispheric emi ambitions that fact was demonstrated rather satisfactorily at the international trade conference in havana cuba when the nation announced that she has offered five billion dollars in long term credits to deserving latin american countries the scheme described as a marshall plan for the western he hemisphere ml I 1 was interpreted as argen tinas bid for economic supremacy in the americas diego luis molinari chief argentine delegate to the conference in havana who made the announcement men of the loan off offer er also urged an immediate international monetary conference to which non united nations members would be invited he heaped upon the U S for its possession of the majority jo rity of the worlds gold and declared with some rancor there is no such thing as the big four everybody is equal THE PAYOFF pay economy bitten members of the house ol of representatives who juggle billions of dollars with the aplomb of a high wire performer are at a loss as to whom they can stick for a printing bill with the dreadful irony that sometimes sometime s appears to ta make an embarrassing situation worse the bill is for a committee report on money entitled money makes the mare go the committee on coinage weights and measures ordered the report two years ago but has since gone out of existence hence cant be handed the check john mcbride former clerk of the committee drew up the report but cant be convinced he should pay tor for it maintaining that it his fault that it came out a little late TRAINING in driving if a training course in automobile driving were made a requirement in the curriculum of every high school traffic deaths C could be reduced by to a year according to dr wayne hughes director of national safety councils college and school division A safety council survey made among cleveland high schools between 1939 and 1941 showed that effectual driver training reduced traffic accidents by 50 per cent the council said it is our firm belief that if every high school in the nation would put into effect such a course we would see miracles within five years dr hughes asserted officials pointed out that statistics for 1946 proved that mile for mile the 1524 15 24 age group was a third more dangerous behind the wheel than any other comparable segment of the population that group accounted for per cent of the nations fatalities in 1946 at present only 10 per cent of the high schools in the U S have wh what t the council regards as adequate driver training courses and only a part of the schools conducting such courses have actual automobiles in operation CLAIMS COLD CURE dont snig sniff at this forget the atomic bomb civilization may have something far greater in store tor for it a golden age in which no one ever has a cold results of his experiments have convinced a navy doctor capt john M brewster of great lakes naval station that he has found a cure for the common cold it if it is treated early he claims that drugs of the antihistaminic type which he has been using in the treatment of allergies can be used successfully in halting the progress of a head cold including sniffles dr brewster explained that the three anti anif alifi histamine tamine type tipe dr drugs ug s ben adryl and camine are all equally effective in dealing with this minor bane of mans existence he specified however that they must be taken within the first few hours after a cold develops they cannot canno t be used in treating colecom dons such as fever pneumonia or pleurisy the drugs have no direct effect on bacteria but act on the nervous system making more effective use of the natural body resistance to bacteria they also shrink the mucous membranes so that if taken soon enough a runny nose is prevented only disadvantage he has found is that a drowsy feeling follows the use of the drugs TALK SUCCESS blithe spirit in london a newspaper the news chronicle had an
