Show VIEWS FRONI CAPITOL HILL by united press salt L lake ake city utah december 24 UP virtual ro reorganization organization of school system with a view toward equalizing educational opportunities tuni ties will be one of the most im fan issues facing the january legislative isla tive sess session 1 1 in its latest report the state committee of nine terms as uneconomical and inefficient in administrative units 11 school d districts i strict which it rec commends eliminated five other districts the committee comi cittee found border on the same conditions making obvious the necessity 1 for changes in methods of school admi administration ni in the group of 11 the committee included piute diute grand san juan park city south summit north Sun summit unit margan juab binic dagget and wayne while beaver duchesne kane garfield and kic rick h fell into the latter classification terming present methods of school financing antiquated and out amoded the omm litte recommended mended consolita consolida tion of all districts into cne state unit providing alcoa minimum educational program as a of eliminating the marked inequalities existing in educational opportunities for children of the 40 districts the committees proposal anticipated local sources would supplement the states basic educational structure although it was pointed out that such a program first would have to be dra drafted eted before cost of such a program could be approximated the i report estimated the state should provide between 58 and 62 per child on an average daily attendance basis as compared with the present rat rate of 25 21 on a school census temi the committee proposed the superintendent of public instruction who ho would be granted reasonable administrative powers one state unit would provide a greater taxing area and make available all property in the state ter for school taxation the committee argued in support of the proposal while the plan carries danger of bureaucracy bureau cacy legislative safeguards were advanced as potential potent iol buffers for this threat I 1 another educational matter scheduled to come before the legislature supported by a strong bloc from carbon san juan grand uintah and duehesne duchesne counties is a proposal to construct a university of utah junior college branch at price on the basis of assessed valuation population and area involved residents of the region believe they are entitled to the institution with state senator george miller prof ferring 20 acres of ground as site for the college and numerous nu nerous legislators cal w the district pledged to support the move it is gaining rapidly A familiar face may be lacking when the january lawmaking session convenes state senator hugh M woodward of provo is expected to submit his resignation to governor henry H blood any day now probably after the christmas holidays while the senator declines either to affirm or deny reports he be will resign it is believed likely he will quit to devote his time to his new post as regional director of education and recreation projects |
