over the public domain to the states that phase of t the d report re received the greatest amount ot of attention what is said of reclamation is indication di that the commission not only wants federal reclamation lecla mation to go forward but wants to speed up reclamation development by the concurrent conc mient development of power as a means of providing pio viding substantial iol revenue ie venue for tle the building of more reclamation and power works it is apparent from tle the commissions reports that the power amendments lile lits which representative cramton fought to have incorporated in 03 reclamation lecla mation loan bill passed at the recent session of congress were based en the findings of the presidents col commission com 11 mission misson those amendments were drafter by reclamation commissioner mead a member of the commission and by him turned over to the mich igan member since tile the tentative leaked out the commission has drafted i ii number of i relatively datively minor eions which way may carry some aill appeal icil to the livestock industry while at no time does tie the commission so state in direct language the whole of the report is to suggest in a veiled way that the entire administration of land and conservation sei laws be turned over to the forest service seivi cp which would mean abolition of the present land office geological survey and various other agencies now dealing with public lands there follows follow s a long list of reservations to the govern glent of tie the public lands before being offered to the states too include consideration of a year around permit system allocated so as to make the best use of the entire grazing areas of the state careful consideration should be given to those areas vital for both grazing and watershed protection to the end that both interests receive constructive administration that the present ratio of participation by the federal government in the construction of federal aid
