Show state high school inspector releases survey of do school district the state depart of education under the chairmanship of I 1 14 williamson state high school inspector released the survey of the duchesne school district tuesday Illes day evening april 8 the survey was authorized by the duchesne board of and aad work began last december and has baa occupied the attention of the survey committee lince that time tl me two visits of several days each were made by mr wll wil tl amson mr noal mr bjornson BJon ison miss bliss peterson and miss misa cox the reports of typewritten pages consisting of nine chapters dealing with the population and resources resource a tiva and administration transportation of school children the teachers enroll moat and attendance elementary education secondary education school buildings and support of education dr C N deneu state superintendent of public instruction says in part partin in forward the school survey ur has become an important ment in evaluating educational procedures and guiding the formulation of policies by the method of scientific investigation and analysis the survey determines bott bolt the worth or present pol policies leles and the ways to improvement jt it was with the hope of not only duchesne district but other districts where conditions are similar to those in duchesne that this survey was wais undertaken the principals aud arad practices herein set forth should be of value generally to the school administrators teachers students preparing to teach and to citizens interested ta in the data collected have been cari carefully fully sifted bitted and analyzed by the entire staff of this department the report has been written in the light of general principles arrived at through painstaking study and discussion under population wad cud resources the following are made at the time of the federal census of 1920 the population of the new county had reached alace then no official count has bas been made it is probable that total population trends since 1920 closely parallel paral led school population treuda the school population in 1921 22 was 2866 2856 and in 1929 was 2892 with some soma continued from page one ty this Is fewer than there were lu ia 1920 the majority of these farms range from so 60 to acres and were credited in 1925 with a population of persons in terms of other natural resources c than those derived from the soil duchesse duchek Duch esue ie county may be said to be well sup supplied plied it has over 1000 square miles of forest reserve well timbered according to the U S geological survey Is rich in deposits of coal kilso nite and other valuable min minerals orals including a vast supply of rare hydrocarbons hydro carbons with luer ii creasing easing facilities for economical transportation especially should a railroad be constructed through the county the all ueral resources ces will undoubtedly be w developed the survey committee could discover no probability of such expansion in any section as would create an emergency PJ pa the field of educational dional policy the primary consideration in shaping educational policies should be to take tahe care of pres prea ent beds which in many cases are urgent and to provide for needs arising from future expansion at ay they make inake their appearance for instance new buildings should provide sufficient rooms tor for the present population but should be so constructed that rooms may be added in the th future it if they are deeded the same adoptability should characterize policies in other phases of education the following recommendations are made relative to administration and I 1 the present tendency to confine board action to the field of legislation aid the approval of policies having the administrative duties to the superintendent should be continued 2 the board should increase its efforts to stabilize its policies policies should be adopted oraly after careful consideration and ones once they the adopted should not be subject to sudden and abrupt changes especially during the school term 3 A supervisor of grades one to six should be employed having the supervision of junior and senior high school grades to the superintendent was assisted isted by his prita cipala 4 an improved system of filling requisitions and checking out supplies should be inaugurated the major port loj of the supplies especially tor for the larger schools should be shipped to the schools direct 5 the position vf of stenographer to lo the superintendent and clerk of the board should be combined the occupancy of this position should work wider the direction of the superintendent the money saved by combining the two positions together with the extra pay now givon given he regular primary teacher for supervisory help will largely pay for the school supervisor other observations and recommendations ions lons made mad jn in the report include the following the consolidation of small schools wherever it could lie be doue effectively and the increase in the number of pupils per teacher that has been achieved deserve commendation with one exception this lion in all probability reached its limits it Is worthy of note that four of the thirteen districts compared with duchesne rank higher hiale r in per capita east coat chwa does duchesne and eight rank lower duchesne spends eight dollars per capita more than the average of the twelve districts seven dollars more than the thal average cor or thirty eight states while most of at the counties in the table have a decided advantage over duchemin duche Duc hemie ie due to density of population and improved road conditions the relatively high cost in Duch duchesne esue prompts the suggestion that the superintendent and board should make a careful study of the transportation problem in the light of local conditions tl determine if the coat may be lowered it should be borne ira ii mind however that even a relatively high p aaita apita cost may be more economical economIc 0 than the maintenance of a large speaking of the lablona section the report continues the simplest and most effective solution of the problem Is to repair one of the vacant rooms at lablona Ta blona transport the seventh and eighth giants from hanna and grades one to eighth from farm creek to the lablona school based on the october enroll mout this would mean a one teacher school at hanna with an enrollment of 27 pupils in grades ane one to six eix and a three teacher school at lablona with 34 pupils ii grades 1 2 3 34 pupils in grades 7 and 8 the policy of employing a high per ot of men may well be continued so far as means mean will permit the gereral salary level should be raised with additional supervisory help the be superintendent should expand and perfect his program of inser in ser vice training of the teachers Begir aning with the third grads grade ond and up to and including the tenth thre there se seems ems to be altogether too many children in the district the largest per cent of over ago child roa occurs in the eighth and ninth minth grades comparing duchesne als district brict with four other typical rural districts and with the state as a whole shows there are proportionately fewer u ider age children in duchesne Duches ns but many more over fige age than in cache millard uintah and emery and the state as a whole with an average of per cent of children of 0 from ve to four years over age for their grades it is obvious that considerable readjustment is needed study of the educational profile charts shows the primary grades are 1 I ive points point above tha norms for the united states the other grades are decidedly below norms the fourth grade is three months below the standard the fifth aix mo mouths the sixth ten months the seventh ten mouths and the eighth 8 months in terms of accomplish ratio the pupils of grades four to eight inclusive achieve a comparatively high rank with the exception of th 3 s seventh grade their accomplishment ratio Is higher than the average for tile the sams same grades of the county district of the state in other othar words it appears that the pucks make better use of their equipment their native abilities and other means meana that they have to work with than the average tor for the rural districts 61 the th state in view cf them the small all enrollment i for the third and fourth years and tile the present 01 ancial limitations of the th district re ft Is impracticable to consider any extension upward of the high school work at duchesne until population tiou increases also that no work above the tenth grade should b be attempted reference aba chaa a been made to the shifting shit ting and uncertain talu policy pur aed in tile the past with reference ref arence to high school work at the mt alt em boneta school for the past several years from one to three years of high work has jeen been attempted policy has been elected and the school has been moved from place to place the conditions under which the work has beau attempted have been so BO y arable as to make the value ot of the results questionable yet the population in this section is sufficient to justify some work in the secondary field the survey committee feels that a junior high school comprising grades severa eight nine and ten should be maintained also that no work above the tenth grade should d be attempted the committee stated that bat the school should be located permanently and concludes that it should be located cra the thacker site on the east side of the river the cost of instruction in duchesne was 2812 per capita this figure was 1444 below the state everage and second from the lowest in the state it was only per child more than the fulds provided by the state during the past three years the bonded indebtedness has been reduced from in 1926 27 to tl these last figures ate are the superintend eita ats and not the survey committees at this rate alter after three more years the district should be in a financial position to devote a much larger proportion of its funds to the tm improvement ot of im st ruction
