deplore them are afraid to discuss them publicly lack of space forbids the he publication of all of the governors excellent esculent speech but some of the highlights are herewith quoted your association has for its slogan 10 A square deal for far every child does this mean that you are humble about your work woric that you are no not satisfied with what you are doing and that you are determined to do better or does it 1 mean that you at are e complacent about your part of the job but think somebody else ta is derelict and that you propose to bring him up to lo the scratch it makes a world of difference whether such a motto is applied introspectively ively or with an inclination to find fault with others in education what wha is a square deal for every child even ean so excellent a motto as this may anay leai us afield it if it is not carefully analyzed at the start 1 I apprehend that some of you might interpret a square deal for every child to mean a hig high h school education tor for every child others aright insist that every child should have a college education S still aill others more given to generalizations might hold bold that every child should have an equal educational opportunity with every other child and I 1 suppose that is what your excellent slogan is actually intended to mean As such it opens the way for a discussion of taxation and children fairly it if it does no not unrelentingly impose the highest practicable stan 1 ards tor for the certification of teachers the members of your association should appreciate the importance 1 of this his requirement better than anyone else and even at the risk of being accused of 0 trying to ito form an airtight air tight light union you should exert your influence toward giving every juvenile I 1 have run short of 0 adjectives or 1 I inight also alao say something about their arithmetic and penmanship these girls had not had a square deal or they would mot have been turned out butof of school so illy prepared for the work vork they were undertaking to do As further evidence of the lack of a square deal to every school child I 1 have only to remind you of the extraordinary mortality in freshmen english at the university of utah it is most regrettable not to say disgraceful that so many high schools in the state are falling failing to give their students proper instructions in english the graduation requirements quire ments mems of the high schools of the united states today are supposed to be nearly as high as were the graduation requirements of harvard
