Show interest in colorado river issue shown by basin citizen av iz en dy by L A there Is much being said about the colorado river and the boulder dam am which is proposed pio 1110 posed DOsed to 0 o be built on the river between nevada and arizona there was a compact drawn up in 1922 tor for the seven states in the river basin to sign up herbert hoover was the man at the head of 0 this ibis pact and he is 18 a fair man the pact provides that the upper states will have all the water they can consumptively use and are specially guaranteed 7 acre feet each year which lia ds more than we can ever use in 1923 all the seven states ratified this pact except arizona and california but the latter has been willing to ratify as soon as the government would pass a bill approving the compact and also to stand back of a dam to use the waters of the river but alizona wanted a taing tax right for power developed devel opeil on her territory which is generally conceded now that all of the states have that right and also wanted halt half of the water in the dam but she had no money to develop immediately and hence if she had halt half of that stored water and use it tor for years to come the result would be that mexico would get a large part par of that stored water which would be a national calamity it if the boulder dam is constructed under the pact it protects the upper states in their water rights for the pact signed by the lower states waives prior appropriations as against the up continued on page three INTEREST IN COLORADO RIVER ISSUE SHOWN BY BASIN PEOPLE continued from page one per states bin at this time the water of the river Is all appropriated by arizona california and mexico ico in the low stags stage of the river hence at tills unie time they have a right to call down dowar the waters of the uinta uintah h basin to their water rights it if the darn is built and Cali california califern forn will agree to it which she will we are well protected even without arizona signing the past because arizona cant take our waiter initia she develops and for her to develop faster thin than the upper states she will have to spend probably an acre acne to get the water which is prohibitive to her so with california accepting the pact the he upper states are sate safe in 1023 utah legislature unanimously adopted the seven state t pact in 1925 our legislature unanimously adopted the six state slate pact and in 1927 our legislature unanimously repealed the six state P pact act thus affirming and giving notice to the world that hat the legislature was totally wrong in 1925 and the pretext for this was because we were wera about to lose our water rights which was all aall nonsense and is now tacitly abandoned by senator auerbach leatherwood and all and they have leave come out in the open and dec declared hared that now it is a mattex matte ii ot of power rights wrid and that los bos angeles will get the best e utah for cheap power the boulder dam does no hinder us from developing ve power in utah capital will develop if there is a demand for a product capitol Is no fool capitol pours out its millions where theire is a market and with a great population in southern california it finds a market the development of california will make a great market in utah it even now is best market what is all this his noise about well if a man is a good guesser he is apt to say that the power trust wants the monopoly of 0 the power on the colorado river as they have it on the he niagara and are trying to get it on the st lawrence the power trust has inflated its stock many times what it is worth and want the people to pay more than power is worth for all time and the trust Is afraid that it if this daza dam Is owned by the government or the states coni petition ion will force the trust to sell its power for what it Is worth instead of much more t than ban it 1 is worth now who is to build this dam the government rUes the bonds and the bonds will be placed on the market and bought up so that this money will not come out of the treasury but out of the tha purchasers of the bonds and the bonds will be paid oft off by the users of oc water and water power in 2 a few years and then the dam will probably go to arizona neva nevada a all and california a good revenue for those states stales and we have full right to develop in utah whenever we want to except that the right to develop is now withdrawn the whole length of the r river ver for a time lime and until something Is done to relieve the situation |
