Show tax reduction cry kills efforts to secure lecul e tuberculosis sanatorium to the people ot f the state ot of utah at a meeting hold held in the state capitol on february 3rd ard 1925 the matter of introducing a bill in the legislature tor fot the erection and maintenance ot of a state tuberculosis sanatorium was wag discussed there were present at said meeting hon george albert smith chairman of 0 the state tuberculosis sanatorium committee dr T B beatty state health commissioner dr alfred blumberg senator leroy dixon miss kate williams and james IL il wallis members of the state sanatorium committee in addition the following members of the executive committee of 0 the utah public health association were present george D keyser president dr heber J sears scars dr C N jensen state school superintendent mrs airs clarissa S williams dr 0 K hanson mayor of provo and mrs C W howe on the invitation ot of senator dixon the following members of the leb were present senators john S lewis david jenson clarence L funk G frank ryan wilford W warnick jos T finlinson david hirschl and representative chas 13 petty george albert smith presided and in his opening remarks alluded to them the situation in utah and the urgent necessity of 0 the state doing something to care tor for those suffering with this dread disease and protecting the well people from becoming infected he reviewed the work which had been done by the utah public health association and the tuberculosis sanatorium committee for the proposed sanatorium and spoke of the meetings held last tall fall with T 13 kidner of the national tuberculosis association and dr james waring ot of den ver ve bolh eminent national fial authorities in sanatorium planning he also stated that elaborate specifications tor for a proposed institution tor for needs had been prepared by mr air kidner together with valuable suggestions in preparing plans A bill had also bee been drawn to he be introduced trod in the legislature providing tor for the necessary appropriation it if those present concluded after thoroughly investigating the matter that this was the proper thing to do senator dixon a member of the senate committee on pu public alic health who had been requested to interview members of the legislature and make a report stated that he had done so and it was his opinion that a measure tor for funds at this time when the demand for or a reduction of taxes is so gene general rai would tall fail of passage and might hurt the cause when the legislature next convened each senator present endorsed the conclusions or of senator dixon and expressed the then deep sympathy with the movement that while they personally favored the proposed legislation they were pledged to vote against any measure proposing additional dit ional burdens in fit taxation and should they have to do so their votes might be misinterpreted by those who did not understand the situation brief addre addresses ases were made by others present in which it was pointed out that there are approximately 1500 people suffering with tuberculosis in utah and that the average number of deaths each year for the ten years ending 1925 was in the absence of proper home treatment and no sanatorium to which to take the infected cases it was shown that it was impossible to expect any appreciable decline in the death rate dr C N jensen offered the following motion seconded by dr heber J sears resolved that it be the sense of this meeting in view of the demand tor for tax reduction from all over the state and after hearing from members of the legislature present as to the hopelessness of success that no attempt be made at this session of the legislature to secure an appropriation for a state tuberculosis sanatorium but that a statement covering the transactions and conclusions of this meeting be prepared by the chairman lion ilon george albert smith ana given to the public setting forth in detail the reasons why this action is deemed advisable the motion was unanimously adopted hon george albert smith in a closing address expressed his keen disappointment at not being able to accomplish some relief relict tor for the unfortunate victims ot of anis imad dis ase in our state but pleased those present that he would devote every energy he possessed in thu the next two years to orgain izing a cam campaign which he hoped would bring the desired relief at the next legislature signed GEORGE ALBERT SMITH chairman of 0 state tuberculosis sanatorium committee JAMES 11 WALLIS executive secretary of the utah public health association |
