Show CO OPERATIVE cooperative CREDIT UNION IS ADVOCATED handy for farmer who as operating on small scale many know too little about financial transactions and do not re ceide affirmative attention and sympathy ef cf bankers prepared by the united states slates department ot of agriculture A system of personal credit unions especially for the benefit of farmers whose financial circumstances and an d scale of operations make maice it difficult for them to secure accommodations through ordinary channels Is recommended in the annual report of the secretary of agriculture the men I 1 have especially in mind says the secretary are those whose operations are on a small scale and who are not in most cases intimately in touch with banking machinery who know too little about financial operations and whose c cases usually do riot not receive the affirmative attention arid and sympathy of the hanker banker such farmers fa would be much benefited by a membership in operative cooperative co credit associations or unions of course there are still other farmers hose chose of living and aad productive ability axe low who usually cultivate the less satisfactory lands who might not be received for tile the present into cuch associations this class peculiarly excites interest and sympathy but it la ia difficult to see sec how I 1 low immediately tiny any concrete financial arrangement will reach it the great can be done for this element of our farming fanning population are the things that agricultural agencies are doing tor for all classes but must do for it with peculiar zeal the approach to the solution of its difficulty Is an educational one involving better farming marketing schools health arrangements range ments and more sympathetic aid from the merchant and the banker it if the business men ot of the towns and cities primarily dependent on the rural districts realize that the salvation of their communities depends on the development of the bad back country and will give their organizing ability to the solution of the problem in support of the plans of the organized agricultural ri agencies aRca cies responsive for leadership much headway will be 1 made tho the foundation for effective work la ii phlp direction Is the successful pro motion of operative cooperative co associations amon among g farmers not only fo for better finance but also for better production distribution and higher living condi eions these activities are of primary importance at the same time it is reco recognized that such operation cooperation co cannot tie be forced upon a community but must be a growth resulting from the volunteer intelligent effort of the farmers themselves the conclusion up to the present says the secretary seems to be that the field Is one primarily for the states to occupy through sound legislation under laws adopted la in five states personal credit associations have been organized but the larger percentage of them have been formed by wage earners in urban centers the attempt to develop strictly rural credit bodies has met with somewhat more success in north carolina than elsewhere the report states in this state the work of promoting and ana supervising such organizations organization 5 was placed iti in charge of an chil in the division of markets and rural organization of the state colleda of ag rl ri culture the law of this state was enacted in 1013 1915 and tit at present IS 18 credit unions all of thern them rural are in operation it is noteworthy that the north carolina law makes special provision for educational and strat st lonal activities aati |
