01 t conferences by the adjutant general 4 ejot of the war department the post office department and the american Ame bred red cross the war department authorizes I 1 iv relatives ot of officers and soldiers in france to send christmas packages will lie be of standard size and weighty one to each individual in the american expeditionary force in order to insure the limitation bof of one package per man which iu in itself will consume a very large amount of tonnage a plan has been worked out by which general Is distributing to members ot of his command coupons on which fare are inscribed the correct names and 1 addresses of the member 0 of the jA amerian A merean expeditionary force these will serve as address labels for tile the packages the coupons or labels will twill be mailed by the members of the american expeditionary force direct to the person they wish to designate as senders of packages and no packages will be forwarded with adut ut such a coupon it is expected that the labels will be received in this country by november 1 on receiving a christmas package label the person to whom it has peen been sent should present it to the nearest chapter branch or auxiliary headquarters quarters or of the red cross where he will receive a pasteboard carton inches in size the red cross Is to allot all boxes to its chapters based on the number of men in service from each prohibited articles are all intoxicating rigors Fri nors all inflammable materials including friction matches and any corn com os ton con likely to ignite or explode cigarette lighters come under this classification liquids and fragile i articles improperly packed under t postal regulations no note or message or written matter of any kind will be permitted to remain in the boxes in addition to the list of prohibited ar tides relatives and friends of the soldiers are urged to bear these facts in mind when preparing christmas I 1 i do parcels not put anything in the pack which will not keep fresh until r rist mas t rack pack dried fruit and other food products in small tin or wooden boxes give preference to hard candy over cover chocolates dunles the latter are enclosed in heavy wrappers soft chocolates are easily crushed and I 1 spoil other contents do not put articles packed in glass in the package gifts should be wrapped in khaki colored 27 inches square the weight wrapped should not exceed three pounds unwrapped the weight may be approximately two t pounds fifteen ounces parcels may obear bear inscriptions such as please do not open until christmas merry christmas happy new year with best wishes and the like 1 when the box is packed it should be taken unwrapped and unsealed to the nearest collection center IV i ked ed by the red cross together with t athe the address label and sufficient clent stamps to carry it by parcel post to I 1 hoboken new jersey after the packages lias bas passed the inspection ot of red cross representatives as to I 1 con oil intents tents and weight and has been j j wrapped in stout paper the christ mas imas label bearing the address ot of the lie man tor for whom it is intended is 0 fed t ed on it the person sending the package in tile the presence of the red across cross worker la is required to affix the Ul sst stamps amps which will carry it to hobo aken I 1 ken A label certifying that inspection 10 has been completed by tile the red I 1 cross Is placed on the package which 10 Is lett left in the custody ot of the red cross i until delivery to the postal authora K ties jac no packages will be accepted for i transmittal after november A question has been raised conj cerling the sending of christmas nack packages ages to men it in the service who have chave no relatives or friends to whom r they wish to send these coupons it is suggested that these men solid send their coupons to tile the red cross which in turn would give american citizens without oversea and friends an opportunity to contribute to christmas boxes in tills this matter the red cross has ruled as follows with the con currance of 0 the war department this has been discussed with a member of the war council and very carefully considered from all points of view and it is believed that it should be impracticable to undertake the collection and distribution of these parcels in the first place there is no way of estimating the number of such parcels that would be required it has been suggest suggested cd that the parcels contributed by the red cross members for general distribution trib ution might be sent only to those soldiers who would you it I 1 turn tura back their mailing labels to tile the redcross but this again would leave a number of men without the christmas package because many ot of them would rot care to use their label in this way when in the first place they had no family faintly or friend to whom to send it we have also the feeling that v s chrismas packet containing little little of intrinsic value would lose much of its significance it if revolved raco ived bioni aiom tile red cross or some unknown person rather than from the family or friends there are some further complications introduced IT in orsin orga nUin aln tor for the collection and distribution of the parcels which woula tend to 0 o comi li 11 cate what is already a rattler rather difficult act ot of operations to get accomplished within the time adaila la the red cross abroad is preparing to make a ger general ferat distribution of tobacco to all ot of the A E F it if possible we no shall have cigarettes in special packages of fifty tor for this distribution although it is somewhat difficult as may be imagined to get the large quantity required put in special packages our general conclusion is that we would rather not attempt to cover the men who will not get packages from their families or friends by a special distribution of packages collected by others or made up ot of some central point by the red cross because tile the difficulties introduced seem to clearly outweigh any benefit to the men through this special distribution 1 I should like to add one further thought and that is our desire in all that we do to make no distribution L I 1 on of things that is not general to all alike and this suggestion runs counter to this policy in a way we believe would be somewhat serious ron FOR SAILORS the following instructions regarding the manner of oc packing and shipping christmas pac packages hages tor for men in the naval service both in home waters and abroad have been prepared by the bureau ot of supplies and accounts of the navy department 1 packages forwarded by parcel post must comply knitli the postal regulations and should be in substantial boxes with hinged or screw top cover to facilitate opening and inspecting 2 all boxes shipped by express are limited to 20 pounds in weight should measure not more than 2 cubic feet in volume be of 0 wood well strapped and have a hinged or screw screw top to facilitate opening and inspecting 3 no perishable lood food products other than those in cans or glass jars should be packed in parcel post or express shipments 4 all mall mail matter should be addressed as now prescribed by the postal regulations all express packages should be forwarded in care of supply officer fleet supply base twenty ninth street and third avenue south brooklyn N Y 5 all packages must be plainly marked with the name and of the sender together with a notation indicating the nature ot of the contents such as christmas box or christmas present G the supply officer nt at new york will cause each express package to be opened and carefully examined to see that nothing or of an explosive or dangerous character is forwarded 7 shipment ol of christmas packages tor for vessels abroad should be made so as to resell reach new york as early as possible and not later than november 15 FOR fon MAKINGS the war department regulations tor for christmas
