Show GOVERNOR MAl'J ASKS LEGISLATURE TO PLAN BIG STATE POSTWAR PROGRAM White Again Selected Speaker, Farr Chosen President of Senate After Hot 2-Hour Caucus ..... t Urges Legislature To Cut ' Expenses, Authorize Industry Subsidy. Power, Reclamation, Road Building The 26th Utah legislature was asked Tuesday by Gov. Herbert B. Maw to hold state expenditures expendi-tures down for the duration of the war and to lay plans for a postwar program, including subsidized sub-sidized small industries, a building build-ing program, reclamation and power projects and highway construction. Giving his opening message at la joint session of senate and house of representatives, the chief executive emphasized the need of providing jobs for service ser-vice men after the war, and urged urg-ed that this be "a planning rather rath-er than a spending legislature". He asked the lawmakers to "postpone until some future dale consideration of expansions which do not entirely affect the war effort". The war, he warned may not be over until the 27th legislature meets two years hence. Financial Status Good Gov. Maw noted that the state is now in good financial condition, condi-tion, but the general fund "has reached the limit of its normal capacity", and for that reason all requests for special grants should be weighed carefully. He acknowledged the needs of the public school, and deplored the fact that their financial resources re-sources are unequal. He asked the lawmakers to consider carefully care-fully a report on school equalization equaliza-tion to be submitted by a special committee appointed by him, some time ago. I The governor recommended 1 that the legislature adopt a retirement re-tirement plan for public employ-! es, and promised that the state government reorganization program, pro-gram, uncompleted because of the war, will be carried to greater great-er perfection during the next two years with resultant savings. Selected Senate President Senator Dexter Farr received the solid support of the Democrats Demo-crats plus one Republican vote on the roll call. The minority Republican group made their usual gesture by nominating Sen. Mitchell Melich, who received recei-ved four of the five GOP votes in the senate. Sen. Melich cast his vote for Senator Farr. Selected Speaker Of Honor ' The house reelected Rep. W. R. White of Ogden following a causus which reportedly split 25 to 19 in his favor. His opponent was Selvoy J. Boyer of Utah county, a farmer and former executive ex-ecutive secretary of the Utah State Farm Bureau Federation, The Republican minority of 15 members placed no one in nomination. nom-ination. Veteran legisators said they beleivcd the delay in convening of the senate, caused by the caucus cau-cus of Democratic senators, had no parallel in the legislative history his-tory of the state. |
