Show SCHOOL LAND TITLE inquiry at the office of 0 the state board of 0 land commissioner s deve develops lopa the fact that applications for school lands in this sate under what iq ii termed tile preference right are riot not being filed as rapidly BB as they should when the magnitude ol of tige ano holdings holding it is considered this is doubtless due to the lack of familiarity with the provisions of the law on oa the part of the persons persona who nho possess this valuable right the enabling act designated as aa school lands sections 2 16 32 and 36 in every township in tile slat and the last legislature rot fet loyn izing zing tile injustice which N would re suit in not protecting actual and bonafide settlers on there sections who had settled upon occupied or cultivated small email tracts tract ignorant of the fact that they were school lands and they could not obtain title thereto until they became tho the property of the state p passed assed a law which will be found in the laws las 1896 and designated as clial er 80 section 19 of this act grants what has been a preference right to settlers or occo occupants pants nho ho have improved state I 1 lands ands and ii were ere on january 1 1894 actual settlers or occupants thereon whereby these settlers could apply for their jhc thc ir exact holdings and tills be enabled to purchase horn the state at the appraised price at private sale without being compelled to compete with any other persons who hialit desire to obtain these improved lauds lands the actual settler on school land prior to january 1 ISO 1894 has only to apply to the slate sate board of land commissioners ot 61 this city for the t ne particular tract describing cri the same fame and lie be will be granted the opportunity of purchasing it at the appraised price and on ten tell time with interest on deferred payments at five per cent per annum tins this is a very simple fu mutter titter and especially so BO as every county treasurer throughout the stae lias has on han dready tor for distribution a large number of printed blanks designed for the sole use rise of these preference right applicants and shih they can call readily obtain by writing for or applying 0 in person the brov provision ision of the law not generally ener understood tood is the limit of time fixed in the act for the filing of thesa a applications P six months time from the dale dae of the filing of school land plats with tile various county treasurers treasur yra ers was allowed wherein v all preference ri right lit claimants were to file their applications and as thase plats were filed with the county on or about june of this year the time in all the counties will expire about december 25 1896 1890 the serious part of the matter is that it if an applicant does doea not apply for his land with tile the state board of land commissioners sio ners nere on or before christmas day he be will lose his right to purchase his home at private sale and be compelled to enter the market at the public sale and bid on the same saine at public auction this will prove a hardship as the price of his bis land may be ba run up over the appraised price and in no event can the ian lands ds be sold e ither either at public or private sale for less than the appraised price per acre so it will readily be seen that failure to me file his application in time may cost much more money to retain his home than if he be used thi right granted him by the legislature and placed a written claim at the proper office inside the time limit this statement of facts is designed to warn the occupants of school land throughout bout the state of the great dan per to them of delaying this matter and in the hope that it may result in the savini of money to thoa who po possess spess this right but who are riot not cognize cognizant ant of the restrictions and limits coupled with it |
