Show TO RECLAIM MORE LANDS governor elect spry gives his views A new state house state aid for high schools and improved juvenile court methods according to the inter mountain republican here is what governor elect william spry will try to do during his hia administration ns co vernor 1 I want to sec cc a state cap capitol to nuil building ding completed during my ter term in of office I 1 believe too that it e can an be done in some wiy just how is fol foi the legislature to consider I 1 want too to see such a building constructed of utah materna mater maet nl design ed by gutib architects and the work done by bv utah men there is everything in this state needed for such a building ard wo we are perfectly c 3 bilile of striking out for ours ourselves ives on original lines there would be no necessity to follow special ideas of design whick have hae been generally adopted in other states there are capable men in rutih who can design and with the materials here at their dipoli di erect such a structure as would be an advertisement verti verLi to utah and an added attraction to tourists the s site I 1 to on capitol hill is one of the finest in any state A building 9 there could be seen bv bi people coming in every direction it would command I 1 a magnificent view and would be a pride to the people of the state A great state like utah should have bae a home and should not be compelled compel ltd to rent quarters for its officer it is not right thit the state should be a tenant when nhen all over oer so many mag int tnt public buildings are being erected in every citi and hamlet utah has some of the finest public buildings of any of the younger states and it is not in keeping with the advancement of the times time that she should lack a capitol such a structure would cost at lei leit leist t a million the cit and county building g cost that sum and is a credit to the municipality though we N e could not eject to build as cheaply is as N was qs the joint building still I 1 believe a million boull I 1 give gibe us a beautiful fu I 1 building with ample accommodations for our legislature and state offices we cannot of course bond for that amount at present but it is 13 for the le legislature lature to consider cheti whether er it would be wise to ask the people to amend the constitution to pe permit amit it it would take lake two to years lears before such in an amendment could he be voted in the meantime we ve have lf iC on oil hand from the state land board I 1 I 1 hay hav no doubt of tile the result ot of a vote note on a state capitol when it cin can b shown that there v N ill be no added cost to the people in taxat on with this the found coin can be reid re id and the building commenced before 1911 and fini hed in 1912 to on the a 1 3 car plan would be too slow to wait vait so long is not in keeping with the advancement of the cit biti and state the should have babe a horre hone hon e by the end 0 of f 1912 hie 1 lie question of NN was aa s and means will be taken up immediately and conferences had with kith men who ho such propositions proposition then a scheme can call be de devised vied to have hae work started and when started pushed to compi completion ebion this matter of a state capitol was on my mind long beffie I 1 had any id idea ida a that I 1 should ever eer he be in a position to further furt lier it cind and now I 1 intend to work vork with all ml mi might for it another matter which I 1 will vill fui thir wit all the meins in my power pomer during my term of office is the work which has been Loin commena d by the state land board for the development of our arid and linds many people do not know thit there are row under way nay under the direction of the board wo two great projects anich will reel tinn acres I 1 a allude lude to the sea sevier ier reservoir and the garfield schemes now in course of construction the sevier lesar iea voir will cres acres and the latter acres 10 lo zether they thay will neill cost approximately this money will come back to the lotters coffers of the state from the sale of the lands and right hero here I 1 want nant to siy that I 1 believe the lands should be sold to the people at actual cost As thc jhc money returns other projects should hould be set on oil foot this done it is iv a question of tie when all our arid and valleys will be brought from ipe ige brush to 1 1 high state of cultivation rhe fhe man A who ho owns the land is tile the most independent citizen and the more cultivators the richer the I 1 therefore favor going as ab far is possible in the direction of development and of 0 thi waste lands there should be a high school system extended to the outside counties i s and I 1 trust the legislature will see i I 1 way clear to extend aid to such schools in the more remote and barren parts of the state education should as ai far as possible be taken to the child instead of forcing the child to lea leave leae e home to receive teaching A system devised to chend nid aid toward the tha establishing of high choon cho oli in n this minner will meet with kith my ready ap p oval if one of the amendments to tle cn voted on at the recent elections his h s eifried there will ill be funds for this curf puarose oc in the changing of apportionment of funds I 1 belie believe A we enn educate lucate cc our boa bos s md and girls at home if the colleges po puh poh h their V work ork after we han have e extended ajic e high schoola cb lj our young people can recene receive lamot ony iny professional and other degrees chev may require in the with an increased ran revenue denue vi we e cin not spend too much on the exten extension slon 0 of f our s system stein and the development of our resources these a arc re two things on which I 1 am willing to go the limit there should be proper legislative revision of our revenue laws having in v lew diew their in ine reise creise to mike the burdens fall more and take I 1 in n classes now more or less exempt there will be many questions ors to arsa in connection with such i ii IL vision ision w which aich can better be con conn coni i led by a commission than other wlL I 1 fior the sp appointment of such a commission to devise devie some manner in wh mh eh an equitable equi tible share hare of the burdens of taxation shall be borne by all when I 1 was a member of the legislature is such commission was vas provid ed but it never neer carried out anything A commission composed of men with a knowledge of the subject can do much mole moie when given time than the legislature can accomplish with the I 1 heava heavy ork and the 60 days it has to do it in 1 I insurance insurance urance ns matters need some attention and I 1 intend to take up the subject with a view of makin making some along thit that line the nature of these I 1 iun un not at all certain of myself as alvet net there will how ever be something done to regulate insurance ns urance in the tate state one of the most important matters matter which I 1 have in mew is that of improvement in the present ju juvenile enile court system I 1 have no definite plan regarding it but sh shill shall ill take it up at once I 1 am heartily in accord with tb the spirit of the juvenile courts arid and with ith every plan tending to the betterment of boyhood the juvenile courts must be strengthened their jurisdiction and lie I 1 e iann laws q r lating to them made com arli ensie the system should be made as thorough as possible the courts ire are dome doina good work now with the means in their power ponner and they should be assisted to do more I 1 feel strongly strong on trus matter mattei and hope for extensive legislation on the subject 1 I h hive ave touched lightly on some of the things which have been in mv mn mind bu but t there are others other on which recommendations willbe made that I 1 nie hive not been able to take up I 1 look for a buh buy session of the legislature and much great work to be done |
