counties were discussed by the district W PA officers at a meeting held monday afternoon in the telluride auditorium and attended by representatives of various governmental units of sevier it was the fourth in the series of meetings being sponsored by R T thurber director of the sevier county public welfare department explaining that the works progress administration is essentially devoted to making work for persons unemployed N F blake engineer from the district office at salina stated that the program has now advanced to the point where it is prepared to handle worthwhile projects pi oce dure tie he said allows a certain certain flexibility and comparative freedom from red tape stating that sponsors must be public agencies he praised the work of these agencies in cooperating in the program and raising from 25 to 50 per cent of the construction costs recently completed in zone ais 5 is a waterworks water works system at antimony A road project is in progress in garfield county as well as flood control work at escalante piute diute county is wor working kingon on a road connection between junction and beaver mayfield and sterling have street improvement projects fairview fair view is working on a water system the manti forest is sponsoring fencing of a portion of the forest boundary gunnison is using wood pipe removed from the water system to install a drainage system spring city is working on cu lverts and mt lit pleasant is rebuilding a power system in wayne county a modern modem court house is being erected in sevier county monroe is completing a uniform sidewalks system elsinore is working on a recreational reat Teat ional hall which will be a strictly modem air conditioned building richfield has a city natatorium administration building and improvement project which will make the swimming pool one of the finest in the state the school district is sponsoring erection of a junior high school at richfield the county is sponsoring a bridge building and secondary road improvement pro project on a flexible longtime long time basis calling for six river bridges a possible 80 canal bridges about cu lverts and possible improvement of miles of roads if work demands and finances warrent it richfield city has a longtime long time make work program also on a flexible basis providing for sidewalks water system and sewer system improvements every school in the zone to which students are brought by bus has a school lunch project from to a month is being spent on projects in the zone mr blake stated displayed were pictures of completed projects throughout the state including such structures as the ephraim city building a hospital at payson a municipal power plant at monroe a domestic arts building at moroni landscaping of the grounds at the veterans hospital bridges airport hangers and ar armories morles at present there are 1502 workers on approximately 50 projects in the five counties of zone 5 this includes in garfield 89 in in sanpete San pete in sevier and 88 in wayne provision is made to employ one out of 20 who is not a worker this is for skilled supervision mr henderson Hc in charge of the employment employs ent division stated s t a t e d that in utah the public welfare department certified to the employment division the persons who are eligible for employment because of need of public assistance As far as possible men are placed in occupations for which they have previously been fitted kypri by private employment details of which must be recorded in their applications cat ions not always can secure men who are skilled laborers and in this case men must be stepped up in the service as they qualify physical condition for certain kinds of work is taken into consideration courses of some of work are offered offe redin 1 in localities where the need is felt here it was pointed out that there is a misunderstanding on the part of many people with nth respect to certification for employment mr air thurber of the welfare department stated that he would like to give a job to every man who needs a job but the amount of funds and sponsors funds for work projects allotted each month controls the number to whom it is possible to give employment often a lack of projects being sponsored has made employment certification impossible the security wage for laborers Is 45 for 10 days work a month and the employed is entitled to that amount of work provided projects are arc available in case of injury received on the job payments for disability amount to about 83 cents per day during the period i tive live to outside employment the official stated that workers are encouraged to accept employ 1 ment during periods they are not working on if they can earn an extra 10 or 20 it is not deducted welfare fa re department and stated that canning projects for which school lations help provide vegetables also contribute to the success of tile the project coni to the cost children pay 2 cents a day in sevier county and similar lar amounts in other counties if the child is unable to pay he is given a ticket just the same and no discrimination is allowed all children regardless of the homes projects for sevier I 1 and wayne counties stated that I 1 M in sevier county 40 workers are 1 employed twenty four women on a sewing project in richfield they I 1 made articles and used 1828 I 1 yards of material during the past I 1 I 1 ten days they have yards 0 of f material yet to sew women make as an example four shirts in a day they work 8 hours a day for 10 days of the month and are arc paid 40 they are women who need employment Th they eyare are considerate of each other and hap P py y in their work mrs stated and gave some general re 1 marks about the need for because the work of the public welfare department is quite closely correlated with it is of interest to review some of the figures presented by mr ers department at the first in the series of meetings various phases of welfare work were presented at this meeting and the most important data was as follows to receive old age assistance persons must be 65 years of age and furnish documentary decu evidence of their age application must b be e made through the welfare department persons must have resided in the state 5 out of the past ai 9 years or continuously for onel one year the amount of assistance i is based entirely on income any AMY income received by the applicant may be supplemented by assistance to bring the income up to 30 a month if a person has made any transfer of property since december 1 1936 assistance is denied if living with relatives a deduction of SIO a month from the possible 30 is made aid is given for dependent children under 16 years of age in case the children are orphans in need if the parents are unable to earn a living for them and no immediate relatives are able to assist if neglect makes placement in foster homes necessary which is avoided as far as possible and is handled in cooperation with the juvenile court children living with relatives unable to properly care for them are eligible for assis tane A special program for treatment of crippled children is provided persons over IS 18 years of age and having not more than 20 per cent vision are given assistance for the blind boys in need of employment in which case the economic condition of the blyss family must also be considered are eligible for camp employment mr thurber stated that he has certified about sevier county boys to the camps since the camps were opened incidentally 17 of these boys were sent to camps this week chance has frequency brought a reaper reporter into mr ers office while he has been talking to a group of boys ready to enter the maps and it has been gratifying to note the kindliness with which he has given tile the boys advice and instructions regarding their conduct as citizens of sevier countey count ly and their opportunity eunity to study and advance in some security administration clients NYA and school lunch projects the total cost of all phases of welfare work not including for sevier county in 1938 was the cost to theroun the county was administration costs took only six per cent of bf the total it was estimated that nine per cent of the county population received some form of welfare assistance and that 8 per cent of the population received assistance the average of old age assistance in hi the county for 1938 was 20 a month dependent children 1090 for each child and this contributed tri buted also to support of those in charge of the children blind assistance 25 a month to each individual and general assistance 14 a month to each individual state welfare department officials gave comparative data for the state as a whole |
