1 that it Is proposed to amend section 0 n 3 of article 10 of the constitution of the state of utah as amended by the vote of the electors at the general election of 1930 to read as follows sec 3 the proceeds of the sales of all lands that have been or mav hereafter bo be granted by the united states to this state for the support of the common schools and five per of the net proceeds of the sales of united states public lands lying within the state and sold by the united states subsequent to the admission of this st ite into the union shall be and remain a permanent fund to be called the state
