direct primary law in utah at a meeting of the richfield democratic ladies study club held saturday afternoon at the national guard armory the study group program conducted by mrs arnold jensen included also a flag demonstration by boys and girls under direction of the americanism committee of the american legion auxiliary of which mrs airs wallace is chairman a humorous reading by mrs melroy nelson and a piano solo by miss margaret poulson following are the main points of general interest from mr machel sens talk the new primary law does one thing which the old law did not attempt to do it prescribes the method of organization for all political parties exactly the same the old law permitted each party to make its own rules of procedure if it wanted any and to govern its own internal affairs the method of organizing districts practically follows the rules of procedure of the democratic party of utah as adopted by the state convention with the exception that under the old party rules the chairman and vice chairwoman of each voting district automatically became members of the county committee where as under the new law they do not in the matter of organization taking the voting districts first the new law provides as the first step that the county central committee shall cause a macs ams meeting of qualified electors of said party residing in each voting district entitled to delegates in the county convention to be called and held in such district on or before the fifth day preceding the date of the county convention and shall cause notice of the time and place of the holdin holding of such meeting to be post ed in at least three public place s in each voting district at leash five days prior to the day of such lipet meeting said notice to specify the number of delegates to the county convention to be chosen said county central committee shall cause such further notice of suh loh meeting to be given as 5 the conditions existing in the district rhay may require I 1 Ball otting or the opportunity shall continue for at least one hour after tile the time the district meeting opens for business and the result of such election shall be certified to the county convention of the party by the chairman and secretary of said meeting provided that if any district shall hall fall fail to elect delegates to any bartys county convention the county secretaries of such county central committee shall certify the same to the county conventions vent ions the county being the next unit reorganized must reorganize by a county convention made up of the delegates elected at there precinct conventions and in this convention shall elect a county chairman and other officers and also a county committee the new law provides that the county central committee of a political party to be elected by the county convention of such party shall consist of such number of members as may be determined by the convention but each voting district entitled to one or more delegates in the convention shall have at least one committeeman one committeewoman and no district shall have more than five this county convention also elects delegates to a state convention which in turn elects a state chairman and so on the state convention must be held according to law not later than the last saturday of june lowith so with these minor changes in methods of election by convention rather than by committee to all practical intents and purposes there will be very little change in the org organizations animations As to nominations this phase of the new law presents the most important change of the whole set up As you aro are all aware heretofore nominations have been made by conventions county district and state I 1 shall try to illustrate the procedure which a per person son would go through if he desired to be a candidate for office this fall he would prepare a petition which designates the office that he desires to run for the party and gives his residence and must be siv sworn orn to another method metho d is for 10 or more electors to designate some individual as a candidate where this method is used the of aicer with whom the designation is filed must notify this party who must then in turn file an acceptance in either case one very important element clement must not be overlooked and that is the filing fee the fee has been fixed at one fourth of one per cent of the salary paid during the term if there is only one person filed for a particular office and the time has elapsed within which these filings may be made this one unopposed candidate will not be required to enter the primary but will be certified ti fieda as the candidate if there should be more than one candidate the names are placed on the primary ballot the democratic candidates in one column the republican in another and on the regular primary day they are voted upon just the same as at the general eral election except in the primary I 1 one can vote only in one party or in other words for the candidates of one party the general election laws which were already in force are carried over in the new law assume there are a thousand votes in sevier county in the democratic party that there are five candidates for sheriff on the primary ballot that one man receives votes in the primary another one and the other 3 each the me law provides that unless a candidate receives a majority there must be a second or runoff run off primary at which time the two candidates receiving the highest vote in the first primary enter the second |
