Show CONGRESS this newspaper is in receipt of a copy of 1927 bulletin no 1 issued for distribution to sp speakers ers and writers by the republican national committee at washington D C and entitled the congress conate q of the united states the bulletin is a review of the work of the sixty ninth congress and contains a few words of appreciation of the legislative branch of our government with a brief foreword fore word by chairman william M butler during the past few year a popular impression has gained ground in in the united states that the amena american congress is ig an organization of small minded men whose principal duty is is to meet make lurid speeches draw salaries and adjourn nothing could be further from the truth As the bulletin referred to above well states the united states cong congress resa stands head and shoulders above all the legislative isla tive bodies of the world in the qualifications of its members and the value of their work the past six or seven years in american history have been years of progress and prosperity bind and in the effecting of this progress and prosperity the congress of the united states has no little part it has legislated wisely isely and constructively in matters of finance industry agriculture and of social interest A glance over the list of progressive laws enacted will surprise surp ripe the average read er As the bulletin on the congress of the united states well puts it the best test as to the merits of the work of the congress is to attempt to specify what laws it has enacted should be repealed an expression commonly heard among unthinking writers and speakers is that the country would be better off if the congress would adjourn for ten years suppose congress had not been in session during the last six years would the country be better off or worse off during Eh iring that time to mention only a few of the outstanding pieces of legislation the congress has enacted three tax reduction measures coordinated all of the agencies handling nuit mutters affecting ex service men and enacted all of the legislation affecting ex service men created the foreign debt funding commission and ratified the work of that commission during that period it enacted more fundamental legris legislation lation looking to the permanent rehabilitation of agriculture than was enacted during any previous quarter of a century in the history of the united states such as the creation of the intermediate credit bank system coupled with the warehouse act the legalizing of cooperative marketing associations and subsidiary legislation facilitating their operation and financing the packers and stock yards at act to mention a few during the last si siv years it has enacted a number of laws vitally affecting the rights of labor the restrictive immigration law mended am the federal bank act supplanted free trade with a protective tariff ratified over fifty treaties with foreign countries and made many changes in interstate commerce laws affecting shippers and transportation agencies the record is one of which no supporter of american institutions need feel ashamed |
