utah state legislature adjourned friday afternoon without day after enacting some very good laws and some me that are not so good and after spending considerable time in discussing several pieces of freak legislation hero here is a summary of the most important doings of the legislature legislation which will revolutionize the several departments of the state has been enacted the first ot of these measures is the creation of a department of finance and purchase which turns over a number of boards and commissions and makes the one department responsible for a number of things all purchases for the state having to be made through this this department and centralizing the government in this branch another creates the department of registration and in this department is centered a number of commissions and boards which does docs away with a number of others still another department Is that of agriculture which was bile one of the new bureaus to be created and which like the others takes over several old boards and commissions changes have been made in tile the state board of equalization and assessment ses the number comprising that body being reduced from four to three in the state road commission the lam la has been completely changed the new commission being composed of three all of A whom hom must be practical men instead of the former commission which was composed of the gove governor or secretary of state auditor of state attorney general and the state engineer in the land office the greatest change has been made under the old law the board consisted of five ive members while the new law creates a one man board with all the authority which heretofore was vest vested ed in a commission of five authority heretofore investing in ill the state board of health has been materially curtailed while some commissions have been merged in with the board among the greater changes that haie hae been made in departments outside of the creation ofner ones is in the office of the state superintendent of public instruction where a number of useless offices leave been abolished and the functions and powers ers of the state board of education have been enlarged charges have been made in the organization of tile the university of utah and the agricultural college by which there will be greater harmony and coordination other changes made in the laws governing the schools have been made which educators believe will be to the benefit of the schools schools several changes have been made in tile the work mens compensation law which the commission believes will benefit all those who come under its provisions holes in the law have been filled up sections have been clarified and the changes which were considered and prepared by the industrial du commission will better the statute it is sal changes have also been made in the tha motor vehicle law now new license fees provided tho the maximum lorai lor local ai that can be hauled over the highway Is defined and the number of trailers that can accompany a truck is stated A bond issue amounting to is authorized for the maintenance mainton anco of the roads and to carry out existing contracts another bond issue of is authorized to care for a deficiency in the gen oral fund created under the last administration prohibition of the teaching of sectarian and certain other doctrines i in tho the public schools Is contained in a bill which was waa introduced by mrs clegg and which has baa boon boen passed an approved by the governor the irrigation law which was passed by the thirteenth legislature and which was said to contain several holes that needed patching up has been amended the changco suggested by the state engineer who prepared the bill have been embodied into tho the law presentation to the people which would provide for a reapportionment of the state tor for legislative purposes have failed another bill was introduced by senator peters the house sought to amend it by changing the number of sona senators tors which latter action also failed and tho the bill passed makes tho the bonate consist ot of twenty I 1 from thirteen districts and the house bouse to be made up ot of fifty fito tives with salt lake returning six senators and sixteen members ot of the house civil gervice Is provided for or in the police and fire departments of 0 salt lake mon measures monsures to this effect having been passed and the bills are now in the hands of tho the governor while the old law providing for or a bond issue of was repealed owing to the fact that tho the government did not provide a similar amount a bill was waa passed which provides for and authorizes a bond issue for the purposes authorized in the soldier settlement act of utah another important measure that became a law is the ivers b bill which brov provides ides tor for the lending of credit and the incurring of indebtedness this was for the benefit of salt lake county the seventh judicial district will benefit largely by the additional judge given under provisions of the whitemore bille i one important measure enacted into law was tho the jenkins bill which dennes real estate brokers and real estate salesmen and provides tor for the regulation supervision and licensing thereof creates a state real estate department under the supervision and direction of the state securities commission and which provides penalties for violation 0 of the law this measure was the target for a bitter and prolonged fight senator jenkins winning out in the end proposed changes in the public utilities uti litle commission and in the industrial commission by which the governor would have been given power to remove the incumbents 0 of the offices at his bis pleasure without asi as i signing any reason was defeated the southwick lck anti cigarette bill was passed after a strong debate in both house and senate its provisions are drastic efforts made by the opponents of tho the measure to substitute another less drastic and which provided for a license fee for tho the dealer in cigarettes was lost in the house bya tie tic vote of 23 to 23 representative ivors ivers introduced a break bill which was a takeoff take off on 1 ithe southwick bill the measure prohibited the sale of meat on friday land and barring the sale of pork lohe lf he state this bill never was reported lout out of committee although request for a report was made I 1 another freak measure in fact two of them originated depre tentative senta tive rhees of weber county one of which was more drastic in its application than any that was ever tried out in the old world it prohibited anyone from being on the streets after midnight closed all public highways and bridges after 12 0 clock at night and fenced in apartment houses ands and others in close proximity and compelled an individual 1 1 registering at a hotel to give his pedigree so that it could be P reported a to the police and sheriff and other peace officers it was espionage in its ita worst worm its author finally withdrew it and tn in its stead substituted another measure equally as freaky but less drastic in its pro visions it was killed by the adoption of an unfavorable report by the bouse committee to which it was referred the measure of representative of 0 C cache ache county which I 1 would have created a blue sunday was another freak bill this one prohibited all kinds of amus amusements on sunday and would havo have closed all ball parks and picture the acors but it was killed by the committee to which it was referred |
