Show SERBIA RIPE FOR ALLIED AID. President Advised Now Is the Time to Extend Helping Hand. Washington Serbia is ripe for allied intervention of tlie right sort, President Wilson has been told. Men on whose judgment he has heretofore relied have laid before him a plan whereby the allied armies are to be accompanied ac-companied by economic missions to restore order in the country as the armies march ahead. It is further understood that the president has been deterred from giving giv-ing his assent to these plans because of the opposition of the state and war departments. The state department is understood to be standing out for the observance of a punctilious procedure with regard re-gard to Russia. The war department is understood to be solidly behind the "one front" idea and to discourage any suggestion that tends to weaken allied effort on the battlefields of France. |
